CTV Field Administrator Job in Kenya

General Description

The Centre for Torture Victims (CTV) is an international non-governmental organization with its headquarters in Minneapolis, Minnesota (known in the US as “The Center for Victims of Torture”).

Founded in 1985, CTV was one of the first organizations in the United States to be dedicated to providing care and rehabilitative services to victims of politically motivated violence and torture. CTV has, since its establishment, become an internationally recognized provider of psychosocial training and direct services to torture survivors.

CTV’s major goal is to bring relief to survivors of trauma and torture in most need, enabling them to effectively function in their communities. CTV additionally seeks to build capacity in mental health and trauma treatment within the local population, which serves in the long term to strengthen general knowledge about mental health in the general population and will leave in place the beginnings of a mental health and trauma-recovery human infrastructure in the host country.

The Centre for Torture Victims, now accredited International Non-Governmental and Humanitarian Organization in Kenya will serve the refugee and host community population in the District of Dadaab, Northeastern Kenya. For its operations, CTV Kenya is recruiting for following position:

Job Title: Field Administrator

Location: Based in Dadaab 75% and 25% work in Nairob

Contract Date: February 15, 2011

Reports to: The Country Director

Working with: Program staff (Psychotherapists and Counselors)

Salary: Gross monthly salary (TBD)

Benefits: National conditions including health insurance benefit

Purpose of Position

The purpose of this post is to contribute the implementation of CTV program in the field and ensure that the project timeline is respected and that objectives and indicator targets are achieved by performing following main tasks: Human resource and office management, Office administration, Program activities support, Logistics management, planning and prioritizing program related work, reporting and monitoring of program activities, Financial management, Liaison and representation of CTV in relevant meetings with other organizations, and Security management.

Core Job Requirements:

  • Provide leadership and supervision to Dadaab administrative staff, to ensure timely and effective implementation of program activities to achieve the greatest coverage and impact possible.
  • Coordinate, and manage a team of national field staff.
  • Prepare work plans with clear objectives and achievement benchmarks and implementation plans.
  • Assist the Country Director in addressing program related issues as appropriate in accordance with CTV mandate and mission.
  • As required by the Country Director, facilitate cooperative and smooth external relations by representing CTV at NGOs and other meetings, and ensuring the distribution of information about the organization’s progress and achievements relative to stated goals and objectives.
  • Ensure that the security plan and protocols are followed, implemented, regularly updated and followed.
  • Ensure that the CTV Code of Conduct is properly understood by all staff and fully implemented in the program area.
  • Ensure policies and procedures are in compliant with Centre for Torture Victims and donor policies, procedures and requirements;
  • Monitor the protection of CTV assets (cash, inventory, equipment) through the enforcement of internal control policies and procedures;
  • Filing systems and record keeping in place;
  • Prevent, and if necessary report and investigate fraud and misconduct within CTV staff;
  • Ensure coordination between Nairobi and Dadaab office is effective;
  • In compliance with CTV financial policy, implement policies regarding cash; holding limits, cash movements and foreign currency holdings.
Profile and Qualification
  • Proof of Kenyan nationality
  • Recognized degree in logistics, administration or business study is required
  • knowledge in financial management is an asset
  • Minimum of 3 years of experience, with at least 2 years in an NGO project related setting;
  • Letter of recommendation from your recent employer
  • Experience with human resource management
  • Good working knowledge of the current Kenya employment law is an asset
  • Knowledge working with torture survivors is an asset
  • Good interpersonal skills
  • Problem solving, organisational skills, analytical and team-building skills is an asset
Terms and Conditions of the Contract

The initial contract is pending donor approval and will be for six months, with the option to extension based on performance.
