AU-IBAR Contract Execution Officer Job in Nairobi, Kenya

The African Union’s Interafrican Bureau for Animal Resources (AU-IBAR) is a specialised technical office reporting to the Department of Rural Economy and Agriculture of the African Union Commission.

AU-IBAR’s mandate is to support and coordinate the utilisation of livestock, fisheries and wildlife as resources for both human wellbeing and economic development in the member states of the African Union.

For the implementation of the Project ‘REINFORCING Veterinary governance in Africa’ (VetGov) funded by the European Union, AU/IBAR seeks the services of a Contract Execution Officer to assist in the implementation of the project.

The project aims at improving the institutional environment at national and regional levels to provide effective and efficient animal health services in Africa.

This will be achieved through

(i) enhancement of knowledge and awareness for institutional strengthen at national and regional level for the establishment of adequate and affordable veterinary services

(ii) enhancement of capacity for livestock policy, animal health strategies and legislation formulation and

(iii) enhancement of capacity for policy implementation and regulations enforcement.

Major duties and responsibilities:

The position is based within the headquarters of AU-IBAR with possible travel to headquarters of RECs and member states.

Working under the Senior HR officer, the incumbent provides assistance to the Project Coordinator and the M&E expert for the execution of contracts.

His/her main duties are as follows:

  • Monitor execution of contract by RECs;
  • Assist in improvement of systems to increase efficiency, effectiveness and control to achieve the organization’s objectives both in project management and contract/administrative management;
  • Assist to prepare and/or review legal and financial instruments and manage appropriate agreement or contract changes to ensure compliance with project needs and funding requirements or regulations;
  • Assist and advice on procurement processes;
  • Advice on legal and contractual requirements of various contractual and financial instruments;
  • Advice on extensions, closures, reallocations and other amendments to legal agreements/contracts in line with donor requirements;
  • Participate in identification, preparation, appraisal and/or supervision missions with project teams;
  • Liaise and negotiate with implementing and other partners on contractual and financial issues;
  • Assist with the preparation and management of audit processes;
  • Support RECs in contracting issues.
Educational qualifications:
  • A Bachelor’s degree in law.
  • A post graduate management studies are an important added advantage.
  • Specific and relevant training in the fields of contract-, financial- or project management will be an added advantage.
Work experience:
  • Five years experience in preparing contract and or providing legal advice to development organizations with 2 years at international level;
  • Proven experience in donor funded projects environment with specific knowledge of financial and administrative regulations and project management approaches is an advantage;
  • Experience in contract preparation and management
Other relevant skills:
  • Advanced knowledge of contractual rules and regulations according to international standards;
  • Excellent communication skills;High level of integrity and reliability;
  • Strong analytical skills;
  • Good negotiation skills and ability to communicate effectively both written and oral;
  • Ability to work independently with a high level of performance under pressure and execute multiple tasks within tight deadlines.
Language requirement:
  • Proficiency in one of the African Union working languages is a requirement.
  • Knowledge of one or more of the other AU working languages would be an added advantage.
Age requirement:

Must be preferably between the age of 30 and 45 years.

Tenure of Appointment:
  • The initial appointment will be for 11 months including a 3 months probation period.
  • Contract extension will be subject to performance and availability of funding.
