AU-IBAR Communication Expert Job in Nairobi, Kenya

The African Union’s Interafrican Bureau for Animal Resources (AU-IBAR) is a specialised technical office reporting to the Department of Rural Economy and Agriculture of the African Union Commission.

AU-IBAR’s mandate is to support and coordinate the utilisation of livestock, fisheries and wildlife as resources for both human wellbeing and economic development in the member states of the African Union.

For the implementation of the ‘Integrated Regional Coordination Mechanism for the Prevention and Control of Trans-boundary Animal Diseases and Zoonoses” (IRCM) initiative, AU/IBAR seeks the services of a Communication expert.

The initiative aims at improving preparedness, prevention and control of Trans-boundary Animal Diseases and Zoonoses through the strengthening of coordination and harmonization capacities of Regional Economic Communities, the promotion of Inter-REC collaboration, the improvement of continental technical coordination mechanisms, and the promotion of partnership with International Technical Organizations.

Major duties and responsibilities:

The position is based at the headquarters of AU-IBAR with frequent travel to the Regional Economic Communities and their Member States.

The purpose of the assignment is to provide technical support to strengthen the use of communication in the prevention and control of Zoonoses within the framework of IRCM plans and activities.

The IRCM activities will be implemented in the RECs and their member states through partnerships between AU-IBAR with the African Union directorate for social affairs ( AUC/DSA) and international technical organizations (FAO, OIE and WHO).

Interventions will target capacity building with regard to the coordination of, as well as preparedness, prevention and control of TADs and zoonoses at regional, inter-regional and continental levels.

His/her main duties are as follows:

  • Provide technical support in the field of public and animal health communication in the framework of IRCM;
  • Provide technical support and capacity building to regional and national communication strategies and networks;
  • Review strengths and weaknesses of the communications strategies/plans and capacities at RECs and national level, propose action program towards the creation of a comprehensive and effective communication, coordination and capacity strengthening strategy for the RECs, countries and sectors and identify possible actions for facilitating inter-REC and continental communication;
  • Study communication needs at country and at the REC levels and create opportunities for cross-border networking and information sharing;
  • Assess other actors’ activities in the countries with the aim of providing recommendations for collaboration in the implementation process;
  • Organise and conduct small hands-on workshops with officials and communications personnel from national veterinary services or delegated communications professionals;
  • Facilitate the drafting of basic blueprint AI communications strategies for countries where they are lacking or improvement of the existing ones if found necessary;
  • Identify appropriate communication tactics and means, by tailoring the blueprint strategy to specific country needs;
  • Participate in regional and inter-regional events and coordination as necessary;
  • Perform any other duties assigned by supervisors.
Educational qualifications:

Advanced university degree in communications / development communication, journalist or a related field of work, or a relevant combination of academic qualifications and experience.

Work experience:

Seven years of experience in advocacy, communication or public relations at national and/or international level.

Other relevant skills:
  • Proven experience in public or animal health communication;
  • Demonstrated knowledge of the web and social media;
  • Demonstrated written and oral communication skills;
  • Good networker with the ability to maintain a positive and fruitful dialogue and relationship with the main institutions operating on the Continent;
  • Excellent communication skills.
Language requirement:
  • Proficiency in one of the African Union working languages is a requirement.
  • Knowledge of one or more of the other AU working languages would be an added advantage.
Age requirement:

Must be preferably between the age of 35 and 50 years.

Tenure of Appointment:
  • The initial appointment will be for 11 months including a 3 months probation period.
  • Contract extension will be subject to performance and availability of funding.
