Resource Development Coordinator

National Position, Based in Nairobi

HelpAge International is a global network of not-for-profit organisations with a vision of a world where older people fulfill their potential to lead active, dignified, healthy and secure lives.

The Resource Development Coordinator will be responsible for expanding HelpAge’s income source to develop and implement programmes and projects in the five global action areas of securing income; Health and HIV and AIDS, Rights and Discrimination, Emergency and building the HelpAge Network.

The ideal candidate will have a degree in Social Sciences or related field. S/he should have demonstrable experience of working in mobilising resources from major bilateral donors, foundations and various charities.

The candidate is knowledgebase on current donor trends and is capable of undertaking donor intelligence and advice HelpAge management and partners on decisions. Is analytical, has research skills and interpersonal skills and is able to represent the organisation in donor forums. Has a good understanding of programme design and implementation and can develop Project Logframe and is able to develop concept notes and proposals.

The ideal candidate will also have the experience of building the capacity of partners in developing resource mobilization strategy and development of skills.

Key Relationships:

  • ARDC Programme, Finance teams and other country offices in Africa region
  • Resource Development team in London
  • Programme Officer in London
  • Frequent liaison with external audiences, in particular with representatives of donor agencies, based in African countries.
  • Direct communication with affiliates and partners in Africa on specific resource development issues.
Job purpose
  • To contribute to the growth and expansion of HelpAge’s income to support in the development and implementation of programmes responding to the five global action areas.
Job responsibilities and key tasks
  • Work with HelpAge ARDC, country offices and the UK to develop, review and implement resource mobilisation strategies to meet funding needs and targets.
  • Conduct research and policy analysis of donors in the region so as to increase understanding of the donor environment in Africa as well as long term perspectives and preferences
  • Identify, suggest innovative funding options and develop funding relationship with new donors with grant-making offices in Africa
  • Establish systems for record keeping of funding/donor issues and timely follow up and reporting
  • Increase HelpAge Africa offices understanding of donor policies and practices through donor mapping and liaison by coaching and sharing experiences as appropriate;
  • Support Regional staff to effectively manage donor relations, networking and liaison, ensuring that HelpAge’s profile and influence is increased across existing and prospective donors at national and regional levels;
  • Assist in the planning of HelpAge’s work through the provision of donor intelligence relevant to strategic programme work.
  • Provide support and advice on all aspects of ARDC’s project development and grant management processes including (needs analysis, concept development and initial stages of grants management)
  • Lead in the identification of funding opportunities and support programme staff directly or indirectly in the preparation of funding applications
  • Maintaining effective working relationships with Resource Development Colleagues in other HelpAge country offices. Work in collaboration as necessary and appropriate in liaison with programmes and country teams.
  • Represent HelpAge externally in Africa by contributing to improved networking with other organisations on funding issues, sharing learning and jointly exploring opportunities.
  • Advocate for changes in policy and practice among restricted income donor by networking with other organisations on funding issues, sharing learning and exploring opportunities for joint working and consortia applications
  • Raising the profile of HelpAge International at country and regional level
  • Ensure HelpAge maintains good relationship with donors by advising on the development and implementation of projects that meet donor criteria and presentation of funding proposals in line with donor requirements and priorities as well as maintaining and updating personal contacts within donor organisations
  • Work closely with the M&E specialist to contribute to the documentation, collation and sharing of learning in the region on our ways of working (processes) as well as content (impacts and outcomes) – to share within and outside the organisation
  • Work closely with advocacy and communication teams to ensure that opportunities developed by the advocacy and communication strategy are maximised to generate new income.
  • Assist in the development of fundraising skills and training for HelpAge offices in Africa and partners to contribute to the development of funding strategies and skills among the network members in the region.
  • Provide day-to-day support and advice on funding issues relating to current grants and planned proposals to ARDC and other HelpAge offices in the region.
  • Work with programme teams and country offices to prioritise funding needs in the region an share information as appropriate
  • Ensure identified donor opportunities are shared with relevant programme teams and country offices and partners and effectively responded to
Expected outputs:
  • RD strategy implemented and regularly reviewed
  • Institutional and other funding opportunities fully identified and tapped into Effective support provided to programme teams during programme design and writing of funding applications.
  • Provide intelligence support to the programme team to engage with donors
  • Positive relationships developed with ARDC programme teams, staff, affiliates, partners and external parties through the coordination and communication
  • In collaboration with the Contract Management Coordinator maintain a clear audit trail of proposals, contracts, donor reports, donor visits and feedback, meetings etc)
  • RD tools developed, reviewed and implemented (needs assessment tools, capacity needs assessment and training guide etc)
  • Work closely with M&E and contract management coordinator to ensure consistency in compliance observance to both internal and donor requirement in the design, implementation and monitoring and evaluation stages of programmes.
  • Growth in unrestricted income in the region is realised
Person specification:
  • A qualified person with demonstrable experience and knowledge of major bilateral donors, foundations and a wide range of charities.
  • Good analytical and research skills, able to review, write and present project proposals and funding applications
  • Good understanding of project design, planning and implementation and excellent communication and interpersonal skills.
  • Skills to train and support partners in developing resource mobilization strategy and the techniques of fund raising.
  • Experience in word processing and numeracy skills, with understanding of budgets and spreadsheets.
