EMACK Pre-qualification of consultants for baseline surveys

Education for Marginalized Children in Kenya (EMACK) is an initiative of the Ministry of Education and the Aga Khan Foundation, made possible by the generous support of the American people through the United States Agency for International Development.
Following the successful conclusion of EMACK I in 2006, the second phase, EMACK II was approved by MoE and USAID and commenced operations in January 2007. This second phase has now been extended to September 2014. During this extension phase, EMACK is moving to informal settlements in Mombasa and Nairobi.
EMACK is also introducing the Reading to Learn (RtL) approach in its programming which will be implemented in a selected number of schools in the Coast Province.
Being new components of EMACK’s programming, and in order to maximize impact, EMACK wishes to:
(i) generate baseline data on learning outcomes of learners in schools that will implement the RtL instructional approach and,
(ii) familiarize itself with the socio-economic and education realities in selected informal settlements of Mombasa and Nairobi.
EMACK seeks to engage competent consultancy firms with an excellent track record and relevant experience to conduct the above baseline surveys and hereby invites eligible firms to submit Expression of Interest for the assignment.
Requirements:
The consultant firms responding to this request must be fully registered by the GoK, must be VAT registered and must have a PIN number.
Interested firms MUST provide a detailed company profile which will include the following elements:
1. A list of key staff members, including the Project Manager. Please include a breakdown of staff members responsible  for the project as well as the number of personnel available to execute this assignment.
2. A brief description articulating the firm’s experience in conducting similar assignments. Please also include the fees of your recent assignments and specify who the clients were.
3. A representative listing of projects similar to the one proposed performed by the firm and referees from those clients.
4. The location of the primary office where most of the work is performed and the principal contact person.
