The International Center for AIDS Care and Treatment Programs (ICAP) at Columbia University's Mailman School of Public Health supports high-quality, HIV-related activities around the world. ICAP's three main focus areas are: service delivery, training, and operational research. ICAP works with host countries and other organizations, principally in sub-Saharan Africa, to build capacity for family-focused HIV/AIDS prevention, care, and treatment programs. ICAP programs are funded by the United States government and foundations.

The International Center for AIDS Care and Treatment Programs (ICAP), Columbia University (CU) works with the Government of Tanzania and Ministry of Health (MOH) and partners to strengthen and scale up comprehensive HIV prevention, care and AIDS treatment programs in Tanzania. ICAP Tanzania is seeking a Director of Monitoring and Evaluation who will direct the ICAP Tanzania Monitoring and Evaluation (M&E) team and assume an overall coordination role for routine M&E activities for ICAP/CU.

The director will report to the ICAP TZ Deputy Country Director for Programs with close technical direction from the Director of M&E in ICAP New York.
DUTIES AND RESPONSIBILITIES:
Supervise routine M&E activities for HIV/AIDS care and treatment, PMTCT, TB/HIV, counseling and testing programs, male circumcision, palliative care, cervical cancer, prevention in care and treatment settings, and adherence activities, as well as HIV prevention activities on Zanzibar. This includes strengthening and supporting the implementation of site-level paper and electronic data collection tools, overseeing the development and implementation of good data management and quality assurance procedures at site level, ensuring smooth flow of data from site to regional office to central office and to the ICAP/CU-New York M&E Unit, and managing the process of data analysis and dissemination (to sites/MOH/donors and for conferences/peer-reviewed articles, etc.).
Provide technical direction and supervise the M&E team in the central office, and supervise regional M&E managers in implementing routine M&E activities.
Manage the in-country reporting system including quarterly reports, semi-annual and annual progress reports, training and workplan reports and regular feedback to the technical and leadership team and the ICAP regional teams and sites.
Provide leadership in capacity building of district, regional and facility health management teams to improve national M&E systems, use of data and timeliness of reporting. Particular focus will be on improving Council and Regional Health Management Team data collection, analysis and feedback capacities.
Routinely communicate with key partners, such as MOH, CDC, USAID and others on M&E related issues.
Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
Candidate should hold a Master's Degree in public health or a related field.
At least 5 years professional experience planning, evaluating and implementing international health programs, HIV/AIDS and/or program activities.
Demonstrated experience in program development and project management.
Advanced knowledge of electronic medical records systems and deployment of database systems for patient monitoring an asset.
Excellent interpersonal and communication skills.
Proficient with Microsoft Office Suite applications (e.g., Excel, Word, etc.).
PREFERRED QUALIFICATIONS:
PhD or MD preferred.
Excellent writing skills and communication abilities in both English and Kiswahili.
Experience using SPSS, SAS and/or Epi-Info Windows applications.
