Administrative Responsible for Tanzania office

Location: United Republic of Tanzania (the) - Arusha
Istituto Oikos is a lay and independent association, established in Milan (Italy) in 1996, that works in Europe and in developing countries to promote environmental conservation as tool of socio-economic development.
Istituto Oikos promotes and participates at educational campaigns on environment and development to spread a more sustainable lifestyle and to inform about North-South interdependence, with particular focus on desertification, energy and climate change issues.
Istituto Oikos has established many fruitful collaborations, at national and international level, implementing activities and projects and providing technical-scientific support in the environmental conservation field, natural resources' management and the sustainable development sector.
All projects implemented by Istituto Oikos are financed by European Union (EU), Italian Ministry of foreign Affairs (MAE), and other institutional or private donors.
Since 1999 Istituto Oikos is steadily present in Eastern Africa, with a local office, Oikos East Africa, registered in Arusha, Tanzania.

Contract length: 24 months, project based contract
The Administrative coordinator will be responsible for all financial and administrative issues based in Tanzania on behalf of Istituto Oikos. He/she will ensure administrative procedures coherently with donors' and Oikos requirements, assuring proper input of accounting data and reporting. He/she will plan, supervise and report periodically on: accountancy, budget, procurement, financial reporting and monitoring.
Specific tasks:
Coordinate administrative staff and support project managers in Tanzania on keep-booking drafts and project budget accountancy aspects.

Draft, with local administrative staff support, monthly financial reports of the local office.
Control, manage and report on financial projects' flows, monitoring expenditures (financial budget and budget analysis)
Assure proper and complete accounting documentation, coherent with EU, MAE and internal administrative procedures.
Prepare contracts with local donors, suppliers, partners and clients.
Manage personnel contracts of Arusha office.
Manage, together with local Logistician, project items inventories and supply, service and works procurement procedures according to EU, MAE and ONU requirements.
Cooperate with the financial audit consultant for the local office, to prepare final budgets and organization audits.
Manage fiscal fulfillment and deadlines.
Keep contacts with banks.
Give technical support on projects sustainability analysis and other Istituto Oikos' activities.

Skills and expertise:
Economics degree; Master in social enterprises, no-profit organizations and cooperatives management; Administrative and financial management; similar.

At least five years experience in similar sector in developing countries, preferably in east Africa.

Accounting/administrative education and professional experience.
Deep knowledge of reporting procedures for institutional donors, at least UE and MAE.
Experience in administration of developing projects financed by MAE, EU and ONU.
Knowledge of procurement procedures of MAE, EU and ONU.
Experience/knowledge of NGO's procedures.
Fluent in Italian and in English (written and spoken); knowledge of swahili would be preferable.
Good computer knowledge of general (office, internet, skype) and administrative software.
Good reporting skills.
Good relationship and teamworking skills.
