Solidarités International is a humanitarian aid organization which provides assistance to populations who are victims of armed conflict or natural disasters.

For 30 years, Solidarités International has concentrated its action on meeting vital needs of disaster affected populations in the areas of WASH, Food Security and Shelter.

In the Horn of Africa, Solidarités is currently implementing WASH, Food Security/Livelihoods projects in Kenya, South Sudan and Somalia.

1/ Objective of the position

The WASH Program Manager is a key person who will be responsible in managing the WASH operational component of the program:
  • To ensure achievement of the WASH objectives within the timeframe of the program
  • To manage the WASH field team
  • To prepare regular activity monitoring reports
  • To plan and manage the WASH program budget
  • To assess others needs in terms of WASH in the area of intervention
2/ Hierarchy
  • Under the authority of the Field Coordinator
  • The WASH program manager will typically oversee the activities of the following staff:
  1. WASH program assistant
  2. Construction supervisors
  3. Hygiene/Health Promoters
3/ Keys responsibilities

Program realisation
  • To design WASH Programming in coherence with beneficiary needs and overall program objectives.
  • When designing projects, the WASH PM will be expected to develop innovative solutions to overcome technical and social constraints.
  • To plan WASH activities in a realistic and achievable timeframe.
  • To design WASH programming with accurate budgeting, agreed jointly with financial staff in the field at Nairobi coordination level.
Staff Management
  • To recruit and train the staff under his/her direct responsibility
  • To motivate and manage the team
  • To prepare job description of the team under his/her responsibility
  • To evaluate skills and performances of the staff under his/her responsibility, every 6 months
  • To organize with the team the detailed planning of activities
  • To organize the collection of information with the team
Implementation of program
  • To be responsible for the progress and the quality of the work for all WASH activities of the program
  • To monitor the development of WASH activities (progress indicators, relevance and efficiency) and to adjust activities and processes where necessary.
  • To ensure periodic assessments of the WASH context and if necessary to adjust to changing needs in collaboration with the Field Coordinator, the WASH coordinator and the Food Security Program Manager.
  • To be responsible for WASH program reporting to the Field Coordinator, WASH Coordinator and the Assistant Country Director.
  • To contribute to the capitalisation of tools and reports
  • To follow the advice and recommendations of the WASH Coordinator.
Logistic / Administration
  • To prepare WASH purchase requests (services, tools and materials) in collaboration with the Logistics/Administration Manager.
  • To schedule movement and transport needs an agree these needs with the Logistics Manager on a weekly basis
  • To constantly monitor access to working zones in term of security, for his/her staff and him/herself, in link with the Field Coordinator and Logistic/Administrator.
  • To validate movements of WASH materials in and out of stock.
  • To manage the relevant WASH program budget lines; prepare WASH budget forecast and ensure expenditure matches with forcast budgeting.
Evaluation / reporting 
  • Make sure indicators as specified in each project logframe are measured according to the sources specified in the logframe and the methodology specified in the M&E plan for each project
  • Participate in need assessments as requested by the Field Coordinator
  • Monitor regularly the WASH situation in the area and contribute to the monthly context analysis report for the zone of intervention.
Communication

Internal Communication:
  • Share with the team all information about security, activities, logistic or administrative needs
  • In charge of the formulation of weekly situation report for WASH activities
  • Contribute to intermediary and final project reports for Donors
  • Participate in weekly Field Management Team meeting
  • Participate in ad hoc team security meetings
External Communication:
  • Share and discuss WASH related issues with donor representatives.
  • Participate in local WASH Clusters /forums whenever possible.
  • Participate and organize bilateral meetings with different WASH sector actors (GoK, UN, NGOs etc..) active in the area of intervention
5/ Qualifications and experience required

Qualifications:
 
  • At a minimum, must hold a Bachelors Degree in Engineering, Architecture, or other technical field relevant to WASH.
Experience: 
  • Minimum 3 years of experience in WASH project management in a similar position
  • Minimum 2 years of experience within an NGO or similar agencies
  • Proven experience in project cycle management in the NGO context
  • Proven experience of working directly with communities and developing community driven projects
  • Experience in team management and planning
6/ Skills Required

Skills and competences:
  • Excellent knowledge of WASH technologies and current hygiene promotion methodologies used in humanitarian contexts
  • Good knowledge of the project management cycle and methodology
  • Understanding and interest in emergency humanitarian response
  • Knowledge and understanding of the main humanitarian actors
  • Team leadership and coordination ability
  • Ability to propose and develop new ideas and approaches
  • Ability to understand and prioritize the perspective of beneficiary communities during the planning and implementation of project activities
  • Excellent communication skills
  • Excellent writing capacity
  • Fluent English.
  • Excellent Computer skills (Word, Excel, Outlook)
