General Objectives of the Project
Objective 1 : Define and implement the HR policy:
Activities :
· Implement and develop the national HR policy;
· Apply and make sure that ACF texts and the charter are applied in order to prevent abuse;
· Act as focal point and referee for all problems and grievances related to HR;
· Implement and ensure application of the HR policies;
· Evaluate the risks linked with social policy changes;
· Make a statistical evaluation for HQ.
· Liaise with other NGOs in Naiobi throught the NGO forum and conduct a full survey of HR policies in other organizations to identify best practice
Objective 2 : Implement the salary policy:
Activities:
· Review all the job descriptions and check the overall coherence;
· Draft job descriptions for all anticipated new positions
· Apply a coherent classification of positions;
· Carry out a study of the cost of living and the job market;
· Establish a salary scale and readjust the salaries annually (general and individual increases) ;
· Calculate income taxes and other taxes and check the social benefits and payments to organizations;
· Supervise the payment of salaries;
· Evaluate the risks related to changes in the payment policy.
Objective 3 : Develop a coherent HR strategy to staff the mission:
Activities:
· Conduct a job evaluation survey to identify the necessary staffing levels for the mission and key competencies for each position
· Consolidate the mission’s organization chart;
· Evaluate the local job market to determine feasibility of staffing management positions locally
· Improve recruitment procedures;
· Check the updating of individual staff files;
· Participate in the recruitment of national executives.
Objective 4 :Implement the ACF performance management system on mission level:
Activities:
· Create a performance appraisal plan ;
· Organize annual appraisal meetings and support managers on giving appraisals;
· Establish an annual training plan;
· Train the managers in the use of HR tools;
· Manage staff careers and mobility;
Objective 5 : Ensure internal communication and develop new partnerships :
Activities:
· Give advice and support to the mission managers;
· Create staff representation according to the local legislation;
· Ensure regular meetings with the staff representatives;
· Write and distribute internal reports;
· Organize information meetings;
· Make sure that newly employed staff members are well inducted and integrated;
· Create and develop relations with the local authorities on HR matters;
· Participate in elaborating projects related to national human resources.

Education / specific degree / special skills:
· Higher Education Diploma in Human resources
Required skills:
· Extensive experience in human resources and management

Humanitarian field experience requested: Appreciated
Languages: English
A very good working level of English (spoken, read and written) is needed as the working language in Kenya
