Banque Populaire du Rwanda S.A (BPR) was formally established as a fully licensed commercial bank in February
2008 and supervised under a lighter regime by the Banque Nationale du Rwanda (BNR), the Central Bank.
The Cooperatieve Centrale Raiffeisen-Boerenleenbank B.A. (Rabobank Group) came in as strategic investor with a 35%
minority stake. BPR now features 574,624 small shareholders and one major one —albeit a minority shareholder- in
Rabobank. The bank has a Shareholders Agreement as well as a Technical Assistance Agreement in place.
As from mid 2008 a whole new management team was installed in Kigali and a start was made with the restructuring of all layers of management at Head Office and in the branch network.
The Bank has a mission to offer a full range of financial services in the urban and rural areas in a market driven and
financially sustainable way; based on cooperative characteristics with special attention given to farmers, agribusiness
enterprises, pnvate individuals and micro as well as small and medium enterprises.
In order to deliver its mandate, the Bank seeks to recruit and appoint;
Deputy Chief Executive Officer

Reporting to the Chief Executive Officer, the Deputy CEO will play a key leadership role in coordinating the operational side of the organization. He will provide high level assistance and advice to the Chief Executive officer and will be one of the key leaders within the bank. The Deputy CEO will also have a direct managerial responsibility for the internal operation department, process management, IT and facility management.
Duties for this position will include but will not be limited to the following:
·         Deputize for the CEO when required;
·         Shape corporate and strategic operational directions to respond to current and future challenges;
·         Develop productive and strategic relationships with the bank local shareholders;
·         Helm some of the operation department of the company: the operation department, process management, IT, facility management; and Communicating with external parties by representing the bank to the government.
Qualifications and experience:
The ideal candidate should possess the following qualifications:
·         Masters Degree in Management, Economics, Finance, Accounting or in any other related field; and
·         At least 10 years of working experience in a retail and branch networking bank at a senior position of responsibility.

·         Communicating with influence in Kinyarwanda, English and French.
Chief Network Officer
Reporting to the Chief Executive Officer, the Chief Network Officer will give clear leadership to the branch network;
develop strategies, policies, instructions and procedures which are aimed at promoting the profitability and sustainability of the branches.
The Chief Network Officer will also have a hands-on mentality translating to their management) leadership style.
Duties for this position will include but will not be limited to the following:
·         Liaise between head office and the branch network;
·         Implement correct and on-time policies, procedures as well as process and product introductions within that network;
·         Translate customer needs into concrete improvement suggestions to be delivered to the Head Office;
·         Design and propose a new organizational structure of branches and recommend the (re) allocation of branches, sub branches and outlets or the openings of new ones;
·         Introduce a multi-channel approach within the network as well as a service model within the network to ensure “the best deal” for our customers based on segmentation, profitability and customer needs;
·         Ensure that all branches meet the benchmarking standards and targets;
·         Supervise the elaboration of the internal regulations as far as the functioning and activities of the Advisory Boards and Advisory Committee, are concerned; and
·         Develop tools for the functioning of branches e.g. though Branch Manager reports.
Qualifications and experience:
The ideal candidate should possess the following qualifications:
·         Masters Degree in Management, Economics, Finance, Accounting or in any other related field; and
·         10 years of working experience in retail and branch network banking at a senior position of responsibility.

Head of Internal Audit
The Head of Internal Audit will provide the Board, Executive Management team and other Managers at all levels, independent, objective and reasonable assurance with regard to their being in control of the activities and operations of BPR and the identification of major risks to the Bank, as well as the adequacy of the financial and other management information.
Duties for this position will include but will not be limited to the following:
·         Conduct financial, operational and compliance audits and furnish them with analyses, advice and recommendations concerning risk management, control and governance processes;
·         Help BPR accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management , control and governance processes; and
·         Promotes and assesses effective and efficiency controls and sees to it that corrective action is taken on significant issues.
Qualifications and experience:
The ideal candidate should possess the following qualifications:
·         Bachelor’s degree in Accounting, Economics or Finance;
·         ACCA/CPAor CIA;
·         At least 7 years experience of auditing, preferably in banking or a related financial institution;
·         Good knowledge of English, French and Kinyarwanda (written and spoken); and
·         Excellent management skills and experience in managing a team of audit professionals.
