Terms of reference for a consultancy to carry out final evaluation for MDTF in Upper Nile and Jonglei State for animal health services delivery in Nasir, Ulang, Longochuk, Maiwut and Baliet counties in Upper Nile State and Akobo,Ayod, Khorfulu, Old Fangak, Nyirol and Wuror counties of Jonglei State.

Background

Veterinarian Sane Frontiers (VSF) Belgium is an international organization (INGO) whose mission is to improve the welfare of vulnerable populations in developing countries, by improving animal health and production.

The goal of the project is to improve the food security and livelihood of vulnerable livestock dependent communities in South Sudan

VSF Belgium’s 15 years of animal health service provision in South Sudan has impacted positively on the community and changed lives of many families whose lives are dependent on livestock directly or indirectly.

The overall objective of the project is to
  • Contribute to the improvement of the Food Security of the people in Southern Sudan through the deployment of services for animal health care and disease surveillance and prevention.
  • Contribute to the capacity building of the MARF/DARF in the area of the disease surveillance, detection and extension services for livestock management
Specific Objective

1. Reduce the spread and the risk of spread of livestock diseases through the provision of veterinary drugs and vaccines to maintain (or even improve) the level of service delivery to the livestock owning communities as it was under the NGOS.

2. Strengthen the community – based animal health care system, provide required training / refresher trainings in the areas of Nasir (Luakpiny) (210,002 people as in the latest census), Ulang (85,044 people), Longochuk (63,166 people), Maiwut (79,462 people), Baliet (48,010 people).

Improve the capacity of MARF/DARF to act as a key actor of the community empowerment and a center for extension services for livestock herders, especially through the participation at a public-private dialogue to improve the marketing of the livestock sector and the efficiency in the delivery of the animal health care

Summary of the consultancy

As part of the above project VSF-Belgium is seeking to engage one or more experts to carry out final evaluation in Nasir, Ulang, Longochuk, Maiwut and Baliet counties of Upper Nile State and Akobo, Ayod, Nyirol, Wuror, Old Fangak and Khorfulus counties of Jonglei State.

The consultancy will be carried out through interviews meeting with DARF in the State, local authorities at county level, livestock owners, and community animal workers (CAHW, AHA and SP) in all the eleven (11) counties of Upper Nile and Jonglei State in South Sudan.

This will include compilation of data from proceedings and interviews with DARF and counties official to form the basis of the consultancy final report.

The consultancy will provide the information that will be used by VSF-Belgium for future project plan for the animal health services delivery and livestock disease surveillance and monitoring.

Objectives of the consultancy

The overall objective of the consultancy will be to carry out final evaluation in Nasir, Ulang, Longochuk, Maiwut and Baliet counties of Upper Nile and Akobo, Ayod, Nyirol, Wuror, Khorfulus and Old Fangak of Jonglei State.

Objectives of the final evaluation

The evaluation needs to clearly address if goals and results were achieved and who benefited to which extent. Specifically the evaluation will establish the impact of the Program in reference to the following:
  1. Evaluation of the Strategy and the Methodology used
  2. To determine the relevance of the intervention in terms of timing , targeting and design
  3. Perception of the communities, regarding the Services offered through the Program.
  4. Identification of results/milestones/Goals
  5. Determine cost benefit analysis of the intervention
  6. Document the efficiency of the intervention based on the results achieved with available resources
  7. Identification of indicators of success and Identify the impacts from the communities’ view and comments and the benefits from the interventions
  8. Describe the effectiveness of the interventions
  9. A comparison between achieved outputs/results and project outputs outlined in the project document, and the findings of the baseline survey
  10. Extensive discussion on success and lessons learnt and shortcomings and give recommendation for future interventions
  11. Crosscutting issues e.g. gender
  12. Participation of the local community.
  13. Analysis of findings, and report writing
The consultancy will be carried out in the above mentioned counties and will last for at least Two to three weeks. The consultancy is expected is expected to start in the first week of October.

Deliverables

The consultant will be expected to submit a hard and a soft copy of a detailed work plan within two (2) days of signing the consultancy contract.

A detailed final report will be presented to the VSF Belgium Country Programme manager based in Juba South Sudan office, Hai Malakal. The entire report will be
presented in English and will remain the property of VSF-B.

A draft report will be expected three days after the mission and final report one week after comments.

The contents of the report shall be as follows:
  • Executive summary
  • Background
  • Description of the objectives of the mission and executive methodology
  • Findings
  • Problems encountered
  • Recommendations
  • Annexes covering Terms of Reference and abbreviations.
Responsibilities

VSF-B logistic will facilitate booking and help were necessary in making the consultancy work easy.

Qualifications

The expert(s) are expected to have the following attributed
  • Experience of two to three years conducting evaluation of the same nature
  • Background in veterinary service delivery in post-conflict, rural and urban areas
  • Experience in use of participatory methodologies
  • Experienced in community based animal health delivery system.
  • The consultant must be well informed about South Sudan
