Trademark East Africa (TMEA) is a not-for-profit company which is managing a programme of harmonised aid delivery in support of regional trade and economic integration in East Africa.
TMEA will provide a platform for delivering significant strategic support to the East African Community’s (EAC) regional integration process, improving the region’s transport corridors and reducing the costs of trade and doing business in East Africa.
The East African Community (EAC) is a regional organisation comprising Kenya, Tanzania, Uganda, Burundi and Rwanda whose agenda is to attain economic, social and ultimately political integration. The Treaty for the Establishment of the East African Community entered into force in July 2000.
Under the Treaty, Partner States undertook to establish among themselves a Customs Union followed by a Common Market subsequently a Monetary union and ultimately a Political federation. To support implementation of this process, EAC would like to recruit a Customs Training Expert, a Border Post Management Expert, and a Customs IT Expert.
TMEA therefore, on behalf of EAC, wishes to invite applications from suitably qualified individuals for the positions of:
Terms of Reference for Customs Training Expert
1. Background

The East African Community (EAC) is a regional organisation comprised of Kenya, Tanzania, Uganda, Burundi and Rwanda whose agenda is to attain economic, social and ultimately political integration. The Treaty for the Establishment of the East African Community entered into force in July 2000.
Under the Treaty, Partner states undertook to establish among themselves a Customs Union followed by a Common Market subsequently a Monetary union and ultimately a Political federation.
The Entry point of the integration process is the Customs Union for which a Protocol was negotiated and signed in 2004 and came into force in 2005.The implementation of the Customs Union was progressive in the course of the transitional period of five years as stipulated in the protocol and a fully fledged Customs Union was entered into in 2010.
Cognisant of the role played by Human Resources in the implementation of the Customs Union and subsequent stages of EAC integration the Secretariat coordinated the development of a training strategy and Curriculum for implementation in the Customs Union and subsequent stages of integration.
The EAC Training Strategy and Customs Curriculum were subsequently adopted by the Committee on Customs. Further, in addition to conducting numerous capacity building workshops for stakeholders, the Secretariat participated in development a training curriculum for customs brokers.
To implementa coordinated customs capacity building program in EAC, the Secretariat wishes to contract the services of a training expert for a fixed term of 3 years to coordinate customs training initiatives in the Region .
2. Responsibilities
The training expert shall:
  • Develop and execute work plan for implementation of the EAC Customs Training Strategy and Curriculum
  • Coordinate the finalisation of all pending work in the preparation for the implementation of the EAC Customs curriculum
  • Coordinate the establishment of the EAC Customs Academy
  • Develop and implement annual training work plans in customs and related taxation areas.
  • Design and develop training programs for customs officials and relevant stakeholders
  • Conduct regional training needs analysis and undertake periodic review of the Customs Curriculum
  • Develop and maintain an EAC Customs Experts database
  • Develop mechanism for monitoring and evaluation on the implementation of the EAC Curriculum and Training Strategy
  • Coordinate the accreditation of the EAC Curriculum and trainers by reputable organisations
  • Develop and build practical working linkages on capacity building with WCO, international organisations and relevant academic bodies
  • Any other duties as may be from time to time assigned by the Director of Customs.
3. Deliverables
  • Conduct a review of training needs for all Customs Agencies within the EAC and prepare a needs assessment within 30 days of commencement of the assignment.
  • Prepare a long-term training strategy to ensure common customs practices and procedures throughout the EAC. This will include considering the desirability of establishing a central training establishment and/or centre for training customs trainers within 40 days of commencement of the assignment.
  • Prepare a common training curriculum for use by all EAC Customs Agencies within 90 days of the commencement of the assignment.
  • Provide ongoing assistance to the EAC Revenue Authorities to maintain a high standard of qualified fully, operational Customs Officials capable of carrying out all expected duties.
4. Qualifications
Potential candidates must demonstrate:
  • Possession of an advanced university degree in Human Resource Management, Business Administration, Customs/Taxation or related field with a bias in human resources development and training
  • At least 8 years of senior management practical experience in training and human resources development in organisations with customs and taxation functional scope
  • Experience in conducting training needs analysis and ability to develop targeted programmes to meet those needs
  • Knowledge and experience in customs work and a good foundation on regional integration, particularly the EAC integration process
  • Experience and knowledge in curriculum development, management of training programmes, strategy development and implementation, and regional integration processes.
5. Desirable qualities

  • Ability to forge strong networks with others
  • Experience in capacity building initiatives.
