RECSA / AU Small Arms Project in Africa

Regional Centre on Small Arms in the Great Lakes Region, Horn of Africa and Bordering States (RECSA), is an inter-Governmental Organisation established in June 2005 to coordinate the implementation of the Nairobi Declaration on the problem of the proliferation of illicit Small Arms and Light Weapons, and the Nairobi Protocol on the Prevention, Control and Reduction of Small Arms and Light Weapons in the Great Lakes Region and the Horn of Africa.

RECSA’s Member States includes Burundi, Djibouti, Democratic Republic of Congo, Eritrea, Ethiopia, Kenya, Republic of Congo, Rwanda, Seychelles, Somalia, Sudan, Tanzania and Uganda.

RECSA is seeking the services of a skilled and highly motivated Project Coordinator. This is a non-established position supported by Donor Funds whose contract terms and conditions are limited to the availability of funds.

This position is funded by The European Union.

The initial appointment will be for 12 months including a 3 months probation period. Contract extension will be subject to performance and availability of funding.

Responsibilities

The Project Coordinator will :-
  • Providing overall leadership and project management through co-ordination and supervision of the implementation of project activities.
  • Planning, implementing, monitoring and evaluating project activities including writing technical reports to donors.
  • Support African chapters in their effort to control the problem of the proliferation of illicit Small Arms and Light Weapons.
  • Maintain relationships with partner organizations to ensure that African Small Arms Project effectively supports the national and regional course of action, strengthens alliances and connects to networks and ongoing campaigns.
  • Facilitating capacity building on national and regional campaigns related to African Small Arms Project.
  • Conducting operations research, documenting and sharing results for influencing policies and practices.
  • Work to implementing and developing meaningful programs for African Small Arms Project.
  • Coordinate and organize the scheduling, participation and conducting of programs, panels and events designed to support African Small Arms Project, promote RECSA’s mission and educate the public on Small Arms related issues.
  • Establish a network of community members, law enforcement, public officials and other prominent members of the community to maintain and support the goals of RECSA.
Reporting

The Project Coordinator will report to the Executive Secretary and will be instrumental in designing and implementing RECSA / AU Small Arms Project in Africa. The Project Coordinator will be a key member of the implementation unit and will work closely with other program and staff and Stakeholders.

Qualifications

Advanced university degree in social sciences, economics, international development or other relevant fields. A relevant combination of academic qualifications and experience in related areas may be accepted in lieu of the advanced degree.

Experience
  • Minimum 5 years work experience in organizing and the administration of programs and events; preferably in a regional organization.
  • Ability to coordinate multiple, multi-sited projects simultaneously.
  • Strong organizational and managerial skills, with the ability to manage multiple priorities and projects simultaneously.
  • Knowledge and hands-on experience of arms systems and/or teaching experience related to arms is a plus.
Other Skills
  • Well-developed computer skills including word processing, spreadsheets applications and use of the Internet are required.
  • Record of relevant publications is highly desirable.
