Our client, the National Social Security Fund (NSSF) is a state corporation established by the NSSF Act (CAP 258) Laws of Kenya in 1965. Its key mandate is to register members, collect contributions from members, prudently invest contributions and to pay specified benefits, according to contingencies stipulated in the Act.
In its quest to be a world class centre of excellence in the provision of social security, NSSF has embarked on a number of initiatives aimed at transforming and repositioning the Fund to be a leader in the pension industry.
The Board of Trustees recently adopted a new organisation structure aimed at enhancing organisational performance and improving the quality of services provided to its members. It is against this background that NSSF is now seeking to recruit result oriented individuals with drive, vision and creativity to fill various management positions in the Fund.
These positions will support the senior management in providing strategic leadership and driving the change.
Manager, Internal Audit and Risk – ESS 448/1
Reporting directly to the Internal Audit and Risk Committee of the Board, as well as to the Managing Trustee, the job holder will be responsible for designing, implementing, evaluating and reporting on the internal controls and risk management framework.
Key responsibilities:
  • Developing and implementing an effective risk management, control and governance framework;
  • Developing the Internal Audit Charter;
  • Understanding and mitigating the financial, commercial and strategic risks within each department;
  • Leading discussions on Internal Audit and Risk recommendations and agreed remedial actions and plans; and
  • Liaising with external auditors in carrying out audits.
We are looking for candidates with a Bachelors degree in Accounting, Finance or related discipline and accounting qualifications (ACA, ACCA, ATII, CPAor an equivalent qualification) with at least three years’ relevant management experience.
Manager, Capital and Money Markets – ESS 448/2
Reporting to the General Manager, Investments, the job holder will be responsible for the management of the Fund’s investments in capital and money markets, the Tenant Purchase Scheme (TPS) and mortgage bonds.
Key responsibilities:
  • Managing the Fund’s portfolio of securities to ensure profitability and compliance with the Fund’s risk management policy;
  • Working closely with external fund managers in the implementation of the Fund’s investment portfolio;
  • Periodically reviewing the cash reserve ratios to ensure the Fund maintains adequate cash and deposits in compliance with Central Bank of Kenya requirements;
  • Identifying sources of surplus funds for investment and/or to meet shortages; placing and monitoring investment offers;
  • Undertaking relevant market research to advise management on appropriate investment opportunities available; and
  • Increasing risk adjusted returns on member funds.
We are looking for candidates with a Bachelors degree in Accounting, Finance or related discipline and accounting qualifications (ACA, ACCA, CFA or an equivalent qualification) with at least three years’ relevant management experience in the financial services sector.
Knowledge of all treasury products specifically money market instruments is essential.
Manager, Property Development – ESS 448/3
Reporting to the General Manager, Investments, the job holder will be responsible for developing new properties for the Fund.
Key responsibilities:
  • Conducting feasibility studies and making recommendations on development concepts, land acquisitions, preliminary programmes and budgets;
  • Conducting due diligence, selecting, appointing and contracting with project consultants, in consultation with the Legal Department;
  • Monitoring activities and approving designs of project consultants;
  • Conducting the handing over process of projects to the project consultants;
  • Inspecting completed projects; and
  • Identifying potential construction related issues or contractual disputes and in liaison with the Legal department, effecting appropriate solutions.
We are looking for candidates with a Bachelors degree in Engineering, Architecture, Building or Quantity Surveying with at least three years’ relevant management experience in real estate sector. Experience in project management is essential.
Manager, Property Management – ESS 448/4
Reporting to the General Manager, Investments, the job holder will be responsible for managing existing properties of the Fund.
Key responsibilities:
  • Preparing bid documents for property management agents;
  • Conducting briefings for the property management agent on targets, rental levels, maintenance and general procedures;
  • Approving prospective tenants Funds properties fronted by the property management agent;
  • Establishing the need to introduce new service providers for the Fund’s buildings;
  • Conducting monthly inspections and meetings with the property management agents and service providers
  • Forwarding valuation requests and relevant documentation to the Chief Government Valuer and independent property valuers;
  • Analysing reports and recommendations from the Chief Government Valuer and independent property valuers; and
  • Preparing specifications for leasing undeveloped Funds property.
We are looking for candidates with a Bachelors degree in Property, Real Estate, Electrical or Mechanical Engineering at least three years’ relevant management experience in estate and/ or property management preferably in managing large residential or commercial buildings.
Manager, Information Technology – ESS 448/5
Reporting to the General Manager, Operations, the job holder will be responsible for providing direction and coordinating the activities of the Information Technology (IT) function.
Specifically, the job holder will be required to assist the Fund leverage on IT systems to increase efficiencies across all operations to support realisation of its strategic objectives.
Key responsibilities:
  • Advising the Fund on IT Policy and Strategy including emerging IT trends;
  • Overseeing the Fund’s IT system portfolio including its business application, computing and network infrastructure and ensuring it delivers required service levels to users;
  • Reviewing and prioritising all IT systems’ needs;
  • Overseeing implementation of enterprise wide systems and supervising the development computer programs for specified applications;
  • Ensuring new operations plans, policies, procedures, and transition/migration plans are consistent with the overall Fund IT goals and objectives;
  • Overseeing the management of IT security across the Fund; and
  • Managing and supervising vendors and IT service providers ensuring the Fund receives value for money.
We are looking for candidates with a Bachelors degree in Computer Science, IT, Engineering or Information Systems and a relevant IT management certification (ITIL, Prince, PMP and/or CISA) with at least three years’ relevant management experience.
Manager, Ethics and Integrity – ESS 448/6
Reporting to the General Manager, Corporate Affairs/Corporation Secretary, the job holder will be responsible for managing the Funds’ Ethics and Integrity programme including corruption prevention plans.
Key responsibilities:
  • Identifying organisational-wide initiatives and finding the appropriate areas to embed and leverage ethics, integrity and business conduct activities;
  • Leveraging organisational wide initiatives within departments in the areas of training, communications, upstream communication channels etc;
  • Supporting the Fund in the development of annual Ethics and Integrity plans including corruption prevention plans and review individual department objectives and planning templates;
  • Developing a broad plan linked to the Funds’ strategy ensuring that each department is moving in the same direction;
  • Supporting other Ethics and Integrity activities within the Fund, such as assisting with training events, etc;
  • Potentially serving as an escalation point for complaints and/or allegations; and
  • Liaising with Board regarding plans, actions and results of Ethics and Integrity activities.
We are looking for candidates with a Bachelors degree and a post graduate qualification in Criminology, Forensics Investigations or a related discipline with at least three years’ relevant management experience gained in investigation agencies and/ or discipline forces.
Manager, Legal – ESS 448/7
Reporting to the General Manager, Corporate Affairs/Corporation Secretary, the job holder will be responsible for providing legal advisory services to the Fund.
Key responsibilities:
  • Preparing legal opinions and advising on general issues that may arise from time to time with respect to the various departments;
  • Receiving summons, reviewing the relevant files and preparing suitable instructions to external lawyers;
  • Corresponding with external lawyers on all the issues that they may raise and advise on the position of the Fund;
  • Reviewing all court documents prepared by external lawyers; and
  • Vetting and drafting legal agreements.
We are looking for candidates with a Bachelors degree in Law and a Diploma in Law with at least three years’ relevant management experience. In addition to the above, the ideal candidate must be an Advocate of the High Court of Kenya.
Manager, Marketing and Brand – ESS 448/8
Reporting to the General Manager, Operations, the job holder will be responsible for overseeing the implementation of the marketing and brand strategies of the Fund.
Key responsibilities:
  • Driving the coordination of all strategic initiatives associated with the development of the customer value propositions and the Fund’s brand;
  • Managing and coordinating all marketing, advertising and promotional activities of the Fund;
  • Conducting market research to determine market requirements to increase the profile of services offered by the Fund;
  • Defining, developing and implementing marketing procedures relating to policies, products and services in line with the wider business strategies;
  • Liaising with the media and advertising; and
  • Ensuring synergy between Marketing and Communications department.
We are looking for candidates with a Bachelors degree in Business or Marketing and a relevant post graduate qualification in Marketing with at least three years’ relevant management experience.
Manager, Procurement – ESS 448/9
Reporting to the General Manager, Operations, the job holder will be responsible for the acquisition of goods, services and supplies for the Fund in compliance with all the statutory procurement rules and regulations.
Key responsibilities:
  • Overseeing the procurement processes and procedures to ensure these are in line with the Procurement Act;
  • Reviewing the usage and expenditure on large expenditure items with a view of identifying areas of cost reduction and/or service improvement;
  • Coordinating and supervising the tendering process including participating in the evaluation of bids for goods and services;
  • Managing and processing payments to all suppliers under contract to ensure compliance and ability to partner with the Fund;
  • Reviewing and presenting evaluation reports to procurement committee; and
  • Participating in the annual expenditure budgeting process for all shared services and general usage items.
We are looking for candidates with a Bachelors degree and a relevant post graduate qualification in Procurement and/or Supplies Management with at least three years’ relevant management experience. Knowledge of the Public Procurement Act is essential.

Manager, Public Relations and Communications – ESS 448/10
Reporting to the General Manager, Corporate Affairs/Corporation Secretary, the job holder will be responsible for leading the development of the Funds Public Relations (PR) and communications programs and activities in order to support the Fund’s overall strategic direction and objectives.
Key responsibilities:
  • Formulating and implementing PR and communication strategies;
  • Identifying suitable communication campaigns/projects and identify research opportunities;
  • Coordinating all internal and external communications;
  • Assisting the Fund in creating and sustaining positive relations with members;
  • Managing and improving the flow of communication to grow the Fund’s image;
  • Providing event planning and management; and
  • Managing the Fund’s website.
We are looking for candidates with a Bachelors degree and a relevant post graduate qualification in Mass Communication or equivalent with at least three years’ relevant management experience.
Manager, Administration – ESS 448/11
Reporting to the General Manager, Operations, the job holder will be responsible for coordinating and managing service level agreements with third party agents delivering outsourced service as well as coordinating office support services such as transportation, license and insurance renewals, hospitality, cleaning services and mail services.
Key responsibilities:
  • Overseeing and managing office facilities and equipment;
  • Managing the disposal of assets;
  • Managing hospitality, cleaning services and mail services;
  • Managing and coordinating licensing and insurance renewals;
  • Overseeing transport services and the supervision of the Fund’s vehicle fleet;
  • Monitoring vehicle usage and expenditure; and
  • Providing administrative support services to the departments and branches.
We are looking for candidates with a Bachelors degree and a relevant post graduate qualification in Administration or equivalent with at least three years’ relevant management experience.
Manager, Benefits – ESS 448/12
Reporting to the General Manager, Social Security, the job holder will be responsible for ensuring timely payment of benefits.
Key responsibilities:
  • Reporting and monitoring branch performance with regards to benefit administration and processing;
  • Analysing claims processing effectiveness and efficiency within branches
  • Ensuring claims processing procedures are well followed from branches; and
  • Organising member education and training.
We are looking for candidates with a Bachelors degree with at least three years’ relevant management experience in the financial services sector.
Manager, Registration and Collections – ESS 448/13
Reporting to the General Manager, Social Security, the job holder will be responsible for supporting registration and collections within the regions, through reporting, member education and training.
Key responsibilities:
  • Reporting and monitoring branch performance with regards to registration and collections;
  • Analysing the registration and enforcement monthly performance for the regions against their specific targets;
  • Designing performance contracts in liaison with the regional managers;
  • Analysing inspection reports and consequent follow-up from the regions;
  • Analysing transit and allocation reports as reconciled from the regions; and
  • Organising member education and training.
We are looking for candidates with a Bachelors degree with at least three years’ relevant management experience in the financial services sector.
Manager, Strategy and Change – ESS 448/14
Reporting to the General Manager, Strategy, Research and Development, the job holder will be responsible for coordinating and overseeing the corporate planning process, performance contracting and change management programmes.
Key responsibilities:
  • Coordinating the corporate planning process and monitoring implementation of corporate plans and strategies;
  • Formulating and implementing the Fund’s performance contracts;
  • Developing a change management strategy;
  • Playing the role of a coach to the change sponsors; and
  • Creating and managing measurement systems to track adoption of changes.
We are looking for candidates with a Bachelors degree in Economics, Statistics or Business Administration with at least three years’ relevant management experience. Knowledge in organisation development and/or change management is desirable.
Manager, Research and Development – ESS 448/15
Reporting to the General Manager, Strategy, Research and Development, the job holder will be responsible for coordinating internal and external research, policy formulation and analysis for purposes of decision making.
Key responsibilities:
  • Managing the Fund’s resource center;
  • Coordinating internal and external research; and
  • Policy formulation and analysis.
We are looking for candidates with a Bachelors degree in Economics, Statistics or Business Administration with at least three years’ relevant management experience. Experience in research and development is essential.
Regional Managers – ESS 448/16
Reporting to the General Manager, Social Security, there will be five Regional Managers based in the regional office, who will be responsible for coordinating the branch network within their respective regions. The five regions are the Central & Nairobi region, Coast region, Eastern & North Eastern cegion, Rift Valley region and the Western & Nyanza region. The regional office will be based in the largest branch within the region.
  • Monitoring and reporting on regional performance with regards to registration, collections, benefits administration and processing;
  • Analysing claims processing effectiveness and efficiency within the region;
  • Ensuring claims processing procedures are well followed within their regional networks;
  • Designing performance contracts in liaison with branch managers; and
  • Organising member education and training within the region. We are looking for candidates with a Bachelors degree with at least .three years’ relevant management experience in the financial services sector. Preference will be given to candidates willing to relocate to any of the five regional offices.
