Capacity Kenya is a USAID Funded Project implemented by IntraHealth International Inc. and her partners.

The goal of the program is to strengthen human resources for health systems in public, faith-based and private sectors to ensure improved delivery of primary health care (PHC) and, ultimately, to improve health outcomes for the Kenyan people.

In order to strengthen its Monitoring and Evaluation team, Capacity Kenya is looking for suitable candidates to fill the following positions:

Assistant Director - Monitoring & Evaluation 
REF/ADME/09/2010

Under overall guidance of the County Director and reporting to Technical Director, the Assistant Director (M&E) will head the Monitoring & Evaluation unit as part of the project leadership team (PIT).

S/he will be responsible for planning, development, implementation, monitoring and evaluation of project activities and outcomes.

Key Responsibilities
  • Provide strategic and technical leadership to the project in monitoring and evaluation, results reporting, data utilization for program decision-making and knowledge management.
  • Directly supervise and mentor a team of four M& E professionals and assist in the mentoring of other technical staff in M&E.
  • Ensure the implementation of monitoring and evaluation system (corresponding to the Capacity-Kenya Performance Monitoring Plan) that effectively tracks project activities and results.
  • Participate in writing regular, timely progress reports of project activities and results for USAID and other stakeholders.
  • Engage with program and technical staff in developing and implementing annual project work plans.
  • Conduct rigorous assessments for demonstration projects and other Operations Research areas.
  • Identify short-term technical assistance needs, develop scopes of work for these assignments, and arrange for contracting of consultants.
  • Contribute to the dissemination and utilization of project results to inform project operations and share lessons learned with a global audience.
  • Keep abreast with developments in the M&E field, particularly with respect to assessing progress in Human Resources for Health programs.
Experience and qualifications
  • A master's degree in public health, epidemiology, demographics, social sciences or other relevant technical discipline with a minimum 7 years working experience in monitoring, designing and implementing programs in the development field preferably health and/or human resources management area.
  • Should posses applied skills in designing and implementing assessment/research activities and formative or operations research.
  • Familiarity and experience with USAID/PEPFAR reporting regulations and requirements.
  • Proficiency in statistical databases (SPSS, EPI-info) and other software packages, with strong data analysis (quantitative and qualitative) and data management skills with proven experience in knowledge management (KM).
Monitoring & Evaluation Manager 
REF/MEM/09/2010

Reporting to the Assistant Director of Monitoring and Evaluation (M&E), the M&E Manager will be responsible for monitoring and evaluation activities within the Capacity Kenya project.

She/he will be the project's focal point person for the compilation, tracking and reporting of data for reports to the donor and other stakeholders.

Working closely with program and monitoring and evaluation teams, the successful candidate will ensure that all activities carried out contribute to the Capacity Kenya Project's targeted outcomes.

Key Responsibilities
  • Develop, implement and maintain a monitoring and evaluation system that excels in capturing project progress and in tracking program implementation.
  • Develop performance expectations (targets) and assess progress relative to those targets.
  • Conduct data quality assessments to ensure the reliability of data collected and ensure that quality control measures are observed.
  • Ensure that M&E results are accessible and disseminated to all relevant stakeholders.
  • Contribute to special assessments and operations research activities.
  • In collaboration with the Results and Knowledge Management Assistant (RKMA), track, manage and review all reports submitted by program staff and collate lessons learned to inform programmatic work.
  • Keep abreast with developments in Monitoring & Evaluation field.
HRH Assessment Manager 
REF/HRHAM/092010

Reporting to the Assistant Director of Monitoring and Evaluation (M&E), the Human Resources in Health (HRH) Assessment Manager is responsible for special assessments/operational research within the Capacity Kenya project.

She /he will contribute to planning, development, implementation, analysis and write-up of project assessments (including surveys, demonstration projects, formative research).

Working closely with program and monitoring and evaluation teams, ensure that all activities carried out contribute to the Capacity Kenya Project's targeted outcomes.

Key Responsibilities
  • Lead and coordinate the design and implementation of project HRH assessments and presentation of findings
  • Ensure adequate quality control measures are implemented in all phases of assessment.
  • Provide results from assessments to relevant stakeholders and contribute to the use of results to inform program decision-making as well as policies/practices.
  • Regularly share lessons learned and project results with the Communication Officer so that he/she can include these in relevant publications and reports.
  • Identify opportunities for presenting or publishing salient project findings and assist program staff in the preparation of submissions (abstracts, presentations) for conferences and publications.
  • Keep abreast with developments in HRH assessment technologies for data collection and analysis among others.
Key qualifications and experience for M&E Manager and HRH Assessment Manager
  • A master's degree in a relevant discipline (public health, social science, or a related field) with 4 years working experience in the development field, preferably in the health and/or human resources management area.
  • Demonstrated experience in data analysis (quantitative & qualitative skills with ability to design survey research including the development of research tools and instruments.
  • Proficiency in statistical applications and other software packages.
  • Experience in knowledge management (KM) is desirable.
