African Trade Insurance Agency (ATI) Chief Financial Officer Job Vacancy

The Chief Financial Officer is responsible for leading and directing the timely and efficient delivery of support services to the business which includes financial management, information & communications technology, administration and procurement, investment management, risk management and claims administration.

Reporting to the Chief Executive Officer, this role supports the CEO and other heads of departments on operational, policy and strategic issues relating to the Agency.

Major Responsibilities (Functions and Duties):

Financial Management
  • Direct and lead the preparation of financial reports including weekly, monthly and quarterly financial reports to the Board of Directors.
  • Oversee the implementation of effective financial management systems and controls to ensure that the Agency's assets are adequately safeguarded and accurate and reliable financial reporting is produced

  • Ensure accurate and up to date books of accounts are maintained in accordance with relevant international standards and requirements.
  • Coordinate the preparation and consolidation of the Agency's budget and 3-year business plan including monitoring and reporting of the same.
  • Planning, coordinating and managing implementation of resources to ensure allocations support the achievement of the Agency's strategic direction, operating plans and overall objectives.
  • Support member countries to manage and control their accounting finance functions through accurate financial management and reporting and maintaining accurate books of accounts.
  • Coordinate the preparation and, consolidation of budgets, and financial reports for donors when operationalising and staffing new offices.
  • Manage and oversee the preparation, finalisation and publication of annual accounts in the Agency's annual report.
  • Facilitate the work of internal and external auditors and provide assistance as required.
  • Ensure timely administration and processing of payroll and submission of statutory deductions.
Administration and Procurement
  • Oversee and ensure that sourcing and procurement of all items is carried out according to due process and, where applicable, in line with World Bank rules and regulations.
  • Monitor and track utilisation of capital and operational expenditures against approved procurement plans and ensure allocations are not exceeded without justifiable cause.
  • Manage existing procurement contracts in Kenya and field offices and monitor service delivery to ensure agreed standards and targets are met.
  • Ensure timely provision of administrative and logistical services to the business.
  • Monitor and ensure adequate maintenance of all company assets including the company's premises.
Information and Communication Technology
  • Provide leadership in the development and implementation of technology solutions that will adequately meet the Agency's needs.
  • Direct the design and implementation of the Agency's business continuity plan (BCP) and disaster recovery plans (DRP) including overseeing the sourcing, construction and implementation of the plans.
  • Oversee the administration of the Agency's information systems to provide maximum uptime and ensure the systems are able to support the Agency's business and critical processes.
  • Ensure systems are adequately secured to preserve the integrity of the Agency's information systems.
Investments
  • Monitor capital invested to ensure maximised returns, adherence to investment guidelines and risk mitigation.
  • Ensure the investment programme is in line with investment guidelines approved by the Board and timely reporting of the same
Risk and Claims Management
  • Manage implementation of the Agency's risk management framework.
  • Direct timely reporting and maintenance of the risk framework and propose relevant policy changes to ensure adequate risk mitigation.
  • Oversee administration of claims processing whilst ensuring strict adherence to set policies and procedures
Other duties
  • Regularly participate in management meetings, and carry out any other duties as may be required by the Agency.
Key Relationships:

The jobholder interacts with all staff; members of Board (when presenting quarterly financial and risk indicators reports, and on issues of corporate governance at the Board level); shareholders (facilitating their memberships into ATI) and will occasionally interact with donors (e.g. for grant agreements, procurement of the contracts and during contract negotiations); service providers (e.g. when managing contracts) and occasionally with the media (interviews).

Knowledge, Skills & Experience

Qualifications:
 A basic degree in Finance/Accounting or Business Administration plus professional accounting qualifications such as CPA or ACCA. A Master's degree in Business Administration or finance/accounting will be an added advantage

Skills and Experience:
 At least 15 years in financial management, of which 10 years should have been in a senior managerial role. Experience working in multilateral and multicultural or developmental organisations is required. A background in banking, or insurance, or trade finance, or trade insurance is essential. Experience with political risk insurance and exposure to development issues are desirable. Fluency in spoken and written English is required, working knowledge of French will be an added advantage.
