 Project Manager – Emergency Veterinary Support Project

Role
The Project Manager will manage and coordinate the implementation of the Emergency Veterinary Support Project in Juba, Southern Sudan.

This will involve provision of both technical and strategic leadership; ensuring efficient project development and management; ensuring that systems and procedures are in line with VSFB policies, VSFB strategy, donor and legal requirements.

The Project Manager reports to the Country Programme Co-ordinator Southern Sudan

Context

VSF B is looking to recruit a highly motivated individual that is capable of managing a multi disciplinary team and delivering timely project outputs.

The Emergency Veterinary Support Project seeks to address food security in exceptional
situations of transition i.e. among vulnerable agro pastoralist communities through capacity building, preservation and protection of livelihood for better productivity.

Main Responsibilities

  • Co-ordinate all aspects of project management and development.
  • Ensure effective and efficient financial management of the project. i.e. compliance with donor rules and VSF –B procedures
  • Ensure Staff working on the project have the capacity to implement activities in the project.
  • Representation of VSFB at local, national and regional levels.
  • Ensure effective communication and information flow within the project and with the Regional Office Nairobi.
  • Participate in coherent strategy development and relevant development networks
  • Build sustainable partnerships with the Government, civil society and private sector as appropriate.
  • Take a significant lead in the promotion and adoption of Assets Based Community Based Approach (ABCD) in programming activities.
  • Mobilization of funds from donors
  • Development of project proposals
  • Timely preparation and submission of donor reports , financial reports, internal reports.
  • Juba based with frequent (30%) travel to the field.
Essential or Minimum Requirements

Education
  • Minimum Masters (Veterinary Medicine) or equivalent.
Knowledge and experience
  • At least 5 years experience at senior management level in project development and management (Including USAID compliance in South Sudan, East Africa.
  • Experience in project formulation, monitoring and evaluation, budgeting,
  • Experience in capacity building, local partnerships
  • Knowledge and experience with funding and fund raising mechanisms
  • Knowledge on livelihoods, food security models and livestock based development
  • Work experience in conflict or post-conflict areas
  • Knowledge of a local language would be desirable.
