 Community Mobiliser and Development Officer

Role
  1. Lead in Community organizing for action in Emergency veterinary support and Livestock based livelihoods among the key stakeholders in Juba and work with Community associations (Butchers association, Milk vendors’ livestock traders’ associations groups) in stimulating action towards veterinary public health and to cause and implement change in the livelihoods of target groups in the project areas.

  2. Lead in designing and implementing development of VPH infrastructures and training packages that stimulates, encourages and promote community participation in activities aimed at promoting hygiene and veterinary public health.
Responsibilities
  • Conduct field visits to women groups, Milk vendors and Butchers association members in Juba town sites targeted under the EVSP.
  • Carry out SWOT analysis, capacity and needs assessment of the target groups under this project.
  • Conduct follow up meetings with local authorities in Juba on the allocation of suitable sites for the milk vendors.
  • Document the capacity gaps of all the groups and develop in a participatory manner the action plan taking into account the provisions under the EVSP.
  • To hold joint planning sessions with the officials of the groups in order to develop an efficient capacity building program as provided for in the project in consultation with the PM.
  • Regularly hold meetings with the PM and provide updates, milestones and challenges encountered with a view to timely fixing for the success of the project.
  • Assess and actively participate in the identification of local community Vet public health needs and design sustainable strategy to increase access to safe livestock based products in Juba.
  • Carry out mobilization and awareness raising vet public health campaigns among the groups during project implementation.
  • Build partners capacity to play their roles in project implementation and ownership of the infrastructures developed
  • Take part in training project beneficiaries (Butchers association, Milk vendors, women groups) with a view to ensure longterm sustainability of the vet public health initiatives.
  • Monitor progress of the groups and develop strategies to support their capacities through mentoring, couching and technical support.
  • Create sustainable strategic linkage aimed at enabling the local community groups to mobilize local resources and also access credit facilities for their sustainable income and survival.
  • Prepare projects reports and document lessons learnt in the project for information sharing.
  • Identify other opportunities that can be developed into future programs in Juba that address public health and share the same with the PM.
Essential or Minimum Requirements

Education
  • Diploma level as a social worker, community development or related discipline.
Knowledge and experience
  • Minimum 3 years experience in community development initiatives especially targeting peri urban communities or livestock keepers in East Africa.
  • Minimum 3 years experience in the field working with rural communities (preferably with an NGO) in the capacity of a Community mobiliser / trainer / facilitator.
  • Experience or demonstrated ability working with women groups or sensitive to the needs, priorities and rights of women and the disadvantaged within the communities.
  • Experience in dealing with CBOs management and veterinary public health issues is desirable.
  • Experience and understanding of community mobilization in relation to income generation activities, sanitation and public health promotion activities.
  • Demonstrated experience of integrating gender and diversity into programme design, implementation, monitoring and participatory learning techniques.
  • Working Knowledge on participatory methodologies of empowerment of communities in available resources utilization.
  • Knowledge in community based approaches in development.
  • Be fully conversant with the South Sudan administrative structure and land laws.
  • Assessment, analytical, planning skills, diplomacy, tact and negotiating skills.
  • Strong interpersonal, writing and communication skills.
  • Ability to work independently and meet deadlines, work under pressure in response to changing needs.
  • Fluency in written and spoken English, fluency in Sudan local languages is an added advantage.
