CMAC Background & Mission:
The Capital Market Advisory Council [CMAC] was established by the Prime Minister’s decree of March 2007, to guide in the development of a capital market in Rwanda. CMAC under the supervision and support of Ministry of Finance and Economic Planning was established with the mandate to set up capital market operations in Rwanda.
The Capital Market Advisory Council (CMAC) has decided to adopt an electronic trading platform for the ROTC (Rwanda Over the Counter) markets as a strategic initiative to modernize the securities market in Rwanda. This follows the implementation of a physical trading platform that was launched in January 2008.
Scope of Work
  • In consultation with the client, the Consultant shall prepare a detailed technical specifications and terms of reference for the installation of the electronic trading platform.
  • Analyzing Electronic trading platform in the region to advise on the suitable features for Rwanda Over the counter market in view of EAC capital market integration.
  • Develop detailed specifications for the appropriate computer software and hardware.
  • Ensure that recommended procedures and equipment specifications conform with established standards in the country.
Required Expertise of the Consultant.
  • In order to execute the above-mentioned activity, the successful consultant must be able to demonstrate the following achievements and characteristics
  • Thorough understanding of how Electronic trading platforms operate.
  • Experience in securities automation.
  • Experience in drafting terms of reference for installation and maintenance of information technology facilities.
  • Good comprehension of the East African Securities market and Rwandan business environment especially IT business and constraints it faces.
