Request For Expression of Interest
The Nile Basin Initiative (NBI)/Nile Equatorial Lakes Subsidiary Action Program (NELSAP)/Kagera River Basin Management Project has received a Grant from the World Bank through the Nile Basin Trust Fund (NBTF) for preparation of a strategic portfolio of regional water resources investment projects and intends to apply part of the proceeds of this grant to eligible payments under the contract for consulting services for conducting a feasibility study for a Multipurpose Water Resources Development project within the Kagera basin with a focus-on energy and agricultural production.

The Kagera basin is characterized by low-productive peasant agriculture, endemic poverty, extensive land degradation caused by population pressure and deforestation, and increasing water scarcity. Water scarcity and growing food insufficiency are some of the major issues facing the Kagera River Basin and the situation is expected to get worse as the population increases and as demand by the different water use sectors out-matches the existing supply and is exacerbated by the imminent effects of climate change.
A multipurpose water resources development project with a focus on storage for energy, irrigation and other uses is thus conceived to address issues related to water and food security within the basin.
The consultancy services include: conducting a feasibility study for development of small and medium-scale multipurpose water storage reservoirs with an emphasis on agricultural development (for irrigation, livestock, aquaculture and fisheries production), on energy and other uses such as water supply.
The scope calls for competencies in water resources engineering and management, civil/infrastructure engineering, water resources modeling and systems analysis, irrigation engineering & agronomy, geotechnical engineering, hydraulic engineering, hydropower development, GIS and remote sensing, financial and economic investment appraisal, social and environmental assessments, institutional analysis and investment program/project preparation.
The estimated implementation period is twelve (12) months.
The Nile Basin Initiative now invites eligible consultants to indicate their interest in providing the described services.
Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions and in the region, client references, firms’ core business, technical and managerial capabilities,, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006, revised May 2010).
