Capacity building in Emergency Health and Epidemic Control

The role will focus on improving National Societies ability to plan, mitigate, prepare, and respond to health aspects of emergencies, natural disasters, nutritional emergencies and epidemics through:
  1. Support NSs in developing and implementing their capacity building plans for EHEC.
  2. Support the promotion, adaptation and roll-out of existing EHEC resources, approaches and trainings such as EH training, Epidemic Control for volunteers, Houshold water treatment, etc.
  3. Contribute to the development of new materials and resources as needed.
  4. Contribute to the revitalising of health capacity within the RDRT system of the East Africa Region.

  5. Support the Africa Zone EHEC delegate to map Emergency Health and Epidemic Control (EHEC) capacities and resources in the East Africa region
Emergency operations support

While the main role of the Senior Emergency Health Officer will focus on preparedness and capacity building, a strong component of the position will be to support national and regional response to emergencies either through technical guidance or deployment to support assessment and management of interventions.
  • Support the communication and coordination during the emergency with Movement partners (PNSs) and externally (Health/WASH Clusters, UN actors and others).If applicable the delegate will participate in FACT/RDRT teams and be involved in relief operations if requested.
Tools and approaches support
  1. Support the rollout and adaptation of standardised IFRC tools for use of National Societies in the East Africa Region in preparedness and response to emergencies. CBHFA will be the crosscutting approach in community risk management in the East Africa region and the Officer will contribute to the promotion of emergency health capacity building based on CBHFA needs assessment. Linkages between emergency response- and longer term programming (CBHFA and others) will be facilitated (supported) by the emergency health officer.
  2. Familiarise the NS with the availability and use of international DM and EHEC tools within and outside the movement (ERU’s, FACT, RDRT, IEHK etc)
  3. Contribute to the development and adaptation of the use of early warning systems for emergency health risk mitigation and control in coordination with the technical team in the East Africa Regional Office
  4. Enforce and disseminate international emergency response standards (SPHERE, etc)
Knowledge sharing and institutional capacity
  1. Support the collection of information, reports and case studies from preparedness and response by NSs in the region to contribute to the development of a knowledge sharing platform on emergency health within the movement
  2. Establish best practices on emergency health and epidemic preparedness and response.
Other

In support to the Regional Health Advisor produce regular, timely and accurate reporting for the Federation and for donors

Lateral relationships
  1. Establish and ensure effective working relationships with the other advisers and officers within the CRM unit and other service support departments in the IFRC East Africa Regional Office.
  2. Ensure effective working relationships with National Society’s technical counterparts and leadership.
  3. Ensure effective working relationships with technical and service departments at Zonal and Geneva Secretariat levels.
Education
  1. Health related degree (medical, nursing, etc) required
  2. Post graduate education in publec health or equivalent strongly preferred
  3. Diploma, training, or equivalent experience in tropical medicine, or control of infectious diseases
Experience
  • 3 years experience working with epidemic control and emergency health interventions
  • 3 years working experience with international organisations
  • At least 3 years field experience
  • Previous experience with RCRC preferred
