CARE International in Kenya (CIK) seeks to fill the following positions for a CDC Funded comprehensive HIV Prevention, Treatment and Care Program which will be implemented in Kisii Central, Kisii South, Gucha South and Nyamira districts from October 2010.
The program seeks to reduce HIV infections and improve quality of life of people infected and affected by HIV by increasing the quality, access and utilization of HIV prevention, care and treatment services at the community and facility and community levels while strengthening the capacity of indigenous institutions and strengthen health systems to offer high quality comprehensive HIV services.
Program Team Leader (PTL), Comprehensive HIV Prevention, Care and Treatment Services (1)
Reference: PTL-20/2010, (Based in Kisii)
Job Summary
Reporting to the Senior Sector Manager, and supervising technical leads in HIV care and treatment, Technical Lead in charge PMTCT and Other Prevention, Technical Lead in charge of Health Promotion and Community Development Services and Program Manager, The Program Team Leader (PTL) will be responsible for;
  • Overall program management and technical leadership to the program in support of the joint partnership program implemented by CARE and partners; the Ministries of Public Health and Sanitation and Medical Services, CDC Kenya, and in collaboration with community to increase and expand access to comprehensive HIV prevention, care and treatment services.
  • Overall technical management and leadership in the areas of adult and pediatric ART, Provide Initiated Testing and Counseling, basic care and support, TB/HIV integrated services, Prevention of Mother to Child Transmission and other prevention areas such as Prevention with Positives, and oversee effective health promotion and education within the community to promote preventive health and ensure effective links with mainstream health care system for effective referral to and from the community.
  • Overall contract management and compliance to contractual obligations and delivery of high impact interventions, will be maintain principal liaison with provincial health management and district health management teams, supervise technical lead staff in charge of PMTCT and other prevention, HIV Care and treatment services, Health Promotion and Community Development services, program manager and M&E manager.
  • He/She shall be responsible for overall budget and management of program resources and program monitoring and reporting.
Required Qualifications
  • Medical Doctor with Masters Degree in Public Health, MSC, development studies or equivalent level of experience.
  • At least 5 years experience senior in management position in program management and in comprehensive HIV programming as well as demonstrable experience working with partners and sub contractors
  • Proven track record in design, planning and implementation including budget oversight, and donor liaison of complex health and HIV programs during the years of experience
  • Familiarity with PEPFAR programs and CDC and other related USG funding mechanisms will be an added advantage
  • Demonstrable experience in monitoring, evaluation and reporting for tracking program efficiency and effectiveness.
  • Team leadership skills essential including: team management and staff development skills; implementation of performance management systems and ability to give and receive constructive feedback.
  • Ability to communicate effectively both orally and in writing, as well be able to work effectively and efficiently as part of a team, in a fast–paced environment requiring multitasking and work under pressure
  • Strong financial management experience and experience in preparing budgets
  • Experience in negotiating with donors and Government entities
  • The PTL must be a pro active, results-focused manager/leader

Technical Lead, Prevention of Mother to Child Transmission (PMTCT) and Other Prevention services (1)
Reference: TL/PMTCT&OT-20/2010. Based in Kisii
The Technical Advisor/Team Leader: PMTCT and Other Prevention serves as the leading technical manager in the area of prevention (PITC, PMTCT, PWP, VMMC) for the project. Under the technical supervision and support of the PTL, the PMTCT and Other Prevention technical lead will be responsible for:
  • Overseeing the overall strategic direction, relevance, coverage, quality and coherence of the prevention interventions implemented within the comprehensive program.
  • He/she shall support the provision and coordination of capacity building efforts aimed at improving quality and expansion of PMTCT services comprehensive HIV services;
  • Enhance the development and implementtaion of a holistic and integrated program that will demonstrate an increase in the numbers of women accessing holistic PMTCT services, provide technical guidance, mentorship and support to MOH and partner program staff , to implement project initiatives that will prevent the transmision of HIV from infected mothers to infants including innovative counselling and testing models within a PMTCT set up as well as guide the development of PMTCT health promotion activities at community level.
  • Scale up and strengthen PMTCT interventions including referral for care and treatment within facilities and in referral sites, Scale up early infant diagnosis and pediatric care to those eligible ensuring demonstrable increase in numbers of children undergoing EID, linked to care and treatment, support effective coordination and integration of HIV prevention and treatment services, and ensure smooth transition of PMTCT clients to provision of care, treatment and support for HIV positive mothers and children at all PMTCT sites. Under technical supervision of the PTL.
  • She/He shall be in charge of developing and leading the project team in implementing effective strategies that reduce socio-cultural impediments to PMTCT service delivery such as male involvement in PMTCT service interventions, develop and maintain high standards of program quality in line with national guidelines; effectively manage resources within PMTCT service delivery area, organizing trainings; support timely and quality reporting and sharing lessons learnt and best practices within CARE and with partners and stakeholders.
Required Qualifications
  • Degree in Medicine, science (BSC), or Social Sciences with Masters Degree in Public Health, MSC, development studies or equivalent level of experience.
  • At least 5 years experience in health programming with specific biases to reproductive health, maternal and child health, PMTCT programs and experience in behaviour change programs
  • Program cycle management training and experience
  • Experiences in managing CDC funded or PEPFAR programs in this field will be an added advantage.
  • Excellent inter-personal, people management skills, supervision as well as facilitation skills

Technical Lead, Health Promotion and Community Development services (1)
Reference: TL/ HPCDS-20/2010.Based in Kisii
Under the technical leadership, supervision and support of the PTL, the Technical Lead, Health Promotion and Community Development services shall be responsible for:
  • Developing a coherent HPCD program component which shall provide community and beneficiaries with health education that enhances HIV risk prevention, provides continuum of care for clients enrolled in care and treatment services, increasing and expanding access to care and treatment services uptake from communities through effective referral and education.
  • Analysis and development of behavior change intervention initiatives that are evidence based and in line with health promotion and practice tenets
  • The incumbent shall in liaison with program team, develop and manage a dynamic and innovative communication for behavior change programme interventions that strengthen access to preventive services and be responsible for implementing cross cutting program activities emanating from the prevention and treatment components and also strengthen information services.
  • She/he shall supervise health promotion and education program staff within the program.
Required Qualifications
  • Masters in public health, Health Promotion with basic degree in health or social sciences, project management, education or related fields.
  • At least 3 years experience in development, education or public health interventions, behaviour change and communications in supervisory positions
  • Demonstrable knowledge of Kenya’s health strategy and experience working in community health interventions, HIV

Monitoring and Evaluation Manager (1)
Reference: MEM-20/2010. Based in Kisii
Reporting to the PTL, and supervising M&E officers, the M&E Manager (MEM) with technical supervision of the Health Sector M&E coordinator, the incumbent will be responsible for;
  • Set up and manage a functional Monitoring & Evaluation system and M&E strategy and framework, tools and guidelines that respond to the program performance measurement needs of PMTCT, PITC, Care and Treatment, TB/HIV integrated services,
  • Train program and partner staff on HMIS and M&E needs relevant to the needs of the comprehensive
  • Responsible for technical and capacity strengthening of M&E and technical staff for purposes of tracking results and using information for decision making
  • Provide technical support the program team leader in organising and designing baseline surveys, operational and action researches, mid terms, and end project evaluations with a view to strengthening program quality and demonstrate concrete achievement of projects results
  • Develop and manage surveys and consultancies in line with approved programs, timelines and facilitate timely recruitment and follow ups of consultancies and surveys
  • Track projects monitoring schedules with a view to facilitating timely preparation of reports
  • Lead in the review of lessons learnt and best practices, documentation, and dissemination internally and with partners and stakeholders
  • Keep up to date documentation of all reports and publications related to the sector
  • She/he will support capacity building of all CARE staff and partners in performance monitoring, program evaluation, dissemination and utilization of information.
  • She/he will provide extensive technical assistance in strengthening health information management systems that facilitate data entry, management, retrieval and use of information for performance monitoring, program evaluation, dissemination and utilization of information to improve quality of services.
Required Qualifications
  • Preferably Masters degree in Monitoring and Impact Evaluation or Public health, Health Information Management Systems, Project Management with trainings in Monitoring and Evaluation.; coupled with at least 5 years of experience in Monitoring and Evaluation in Health programs
  • Experience in reporting to PEPFAR using KePMS will be an added advantage
  • At least 5 years hands on experience in monitoring capacity for health related interventions as well as experienced in health information management systems in Ministry of Health and Ministry of Medical services
  • Professional training in monitoring and evaluation for Health programs including HIV and AIDS programs is desired. Those with such trainings in clinical programs such as PMTCT, ART will have an added advantage

Reporting to the M&E Manager, the incumbents will be;
  • Responsible for district specific monitoring and evaluation activities and strengthening of health management information systems at facility level, including supporting data management systems,
  • Capacity building of health officers in electronic Health Management Information Systems
  • Collation of routine monthly summary data for indicator reporting and outreach activities supporting baselines, capacities and training needs assessments
  • Undertake program documentation of activities and lessons learnt
  • Participation in the design and roll out of program specific assessments and disseminations and preparation of reports for the program components among others.
Required Qualifications
  • A Higher Diploma in a health, Education or Social Science field. Degree holders in these fields will have an added advantage.
  • At least 2 years hands on experience in monitoring capacity for health related interventions as well as experienced in health information management systems in Ministry of Health and Ministry of Medical services
  • At least one formal training in monitoring and evaluation for HIV/AIDS programs.
  • Those with such trainings in clinical programs such as PMTCT, ART will have an added advantage

Program Officers, Comprehensive HIV prevention, care and treatment services
Kisii Central, Kisii South and Gucha South ( 6 ) Reference: PO-K/G-20/2010 and
Nyamira ( 5 ) Reference: PO-N-20/2010
Reporting to the Kisii and Nyamira based Program Coordinators; the program officers will provide technical support to the health care staff to implementing high quality clinical interventions in the comprehensive HIV prevention, care and treatment services.
The success of the position will be measured by a demonstrable increase in the numbers of beneficiaries accessing services (PMTCT, Adult and Pediatric ART, PITC) and increased uptake of HIV prevention and intergrated services such as family planning, safe water in the various levels of interventions, reduced losses to follow up.
The POs shall continue to identify innovations and use lessons learnt to improve on client services as well as educate the beneficiaries and health staff on new information and guidelibes.
The POs shall specifically;
  • Coordinate technical support and supervision of program activities within the health facilities while developing and managing referral pathways from and to community for those on HIV treatments, and from various service delivery points within facilities as well as those that are enrolled in PMTCT and care.
  • Be responsible for providing support to health facilities for increased uptake of HIV counseling and testing for pregnant women and their partners, increase enrollments, access and linkage of PMTCT clients and infants born of HIV positive mothers to pediatric care and support as well as to HIV treatment services
  • Provide clinical mentorship and support for improvement, scale up and increased uptake of HIV treatment services including integration of services
  • Supporting facility integration of HIV/TB services, increased facility performance in all HIV services, in line with national and technical specific guidelines and protocols.
  • Facilitate referral to community health promotion services for purposes of strengthening the continuum of care and support
  • Support implementation of programs in line with standard operating procedures for PMTCT, ART (adult and pediatric)
  • Be part of multi-disciplinary teams and enhance quality of HIV services through continuous analysis of information and taking actions informed from use of health information
  • Provide technical support and advisory services and give periodic medical updates to the Health Care staff, program staff while supporting the development of holistic and intergrated program at facility and community levels. These include providing technical assistance to the key areas of ART treatment regime offered to clients including prophylactic drugs and ARVs, HIV/AIDS prevention, care and impact mitigation; infant and young child feeding in the context of HIV&AIDS.
  • Support integration of sexual and reproductive health services including family planning in HIV Services
  • Organization and supporting facilitation of technical workshops for capacity building in HIV services
  • Review of data on technical components of the program and report writing
  • Participate in project evaluation and assessments, documenting achievements and generating reports, lessons learnt and promising practices, networking and dissemination.
  • Support the development and implementation of effective strategies and maintain high standards of program quality
  • Represent the project in district and provincial based technical briefing sessions and lessons learning sessions and related stakeholder forums
Required Qualifications
  • Diploma in Clinical Medicine with over 5 years experience will be considered.
  • Trained and minimum of 3 years of experience in at least two of these areas; PMTCT, Adult and Pediatric ART, Counselling and Testing programs and integrated TB and HIV services is essential,
  • Experiences in implementing CDC and PEPFAR programs, sexual and reproductive health programmes, and experience in health and behavioural change programs will be an added advantage

Field Officers, Health Promotion and Community Development Services
Kisii Central, Kisii South and Gucha South (4) Reference: FO-K/G-19/2010 and

Reporting to the program officers in the respective regional offices in Kisii and Nyamira, the field officers will be in charge of implementing health promotion and education activities at community level across the comprehensive HIV program areas.
The incumbent shall;
  • Ensure coordination of effective referral linkages from community to health facilities conduct BCC activities within the catchment of the health facilities to increase access to comprehensive HIV services, support activities for strengthening community units,
  • Facilitate formation of community support groups for clients seeking HIV services, conduct education,
  • Participate in organization and facilitation of information sharing forums e.g. stakeholder’s forums, thematic point person’s meetings,
  • Promote Meaningful Involvement of People with AIDS (MIPA) in the implementation of the project activities and ensure gender is mainstreamed in the implementation of project activities and demonstrated increased opportunities for uptake of HIV services among couples as well as family involvement and creation of demand for HIV services (ART, PMTCT and Other prevention services
  • Undertake community mobilization and sensitization, and dissemination of BCC information and materials
  • Train community members on psychosocial support and implement related interventions to support affected beneficiaries
  • Coordinate with other actors in developing cost effective livelihood and social change interventions that address underlying causes of vulnerability and ill health, with a view to mitigate further impacts of HIV, as well as improved health outcomes of targeted impact groups
Required Qualifications
  • Diploma in community health, community development, counselling or other related social science discipline
  • At least (3) years experience in community development and health related interventions, especially HIV &AIDS Prevention, care and treatment and preferably in an NGO setting.

Based in Kisii and reporting to the Finance Manager, Nairobi and operationally managed by the program manager, Kisii, the program accountant
  • will primarily be responsible for overall financial management of the Kisii regional program office books of accounts, program office operational budget based on generally accepted accounting practices and CAREs financial and budgetary policies and procedures in collaboration with the Nairobi Finance department.
  • Maintenance of all financial records, the accurate generation of the monthly financial report and timely submission to head office. The program accountant shall support the program in preparation of program costed work plans, preparation and adaptation of budget tracking mechanisms, supporting audits and donor reporting.
Required Qualifications
  • A Bachelors Degree in Commerce or Finance
  • Professional Qualifications in Finance e.g. CPA (K) or ACCA finalist.

  • Be responsible for the management of personnel matters of staff contracted in this comprehensive HIV program.
  • • The incumbent shall manage, participate and coordinate activities connected with the recruitment and selection processes of staff in line with CARE’s policies and procedures.

Reporting to the Procurement Coordinator and operationally managed by the Program Manager, the incumbent will be;
  • Overall in charge of all procurement operations which involve identification of reliable and viable suppliers, recommendation methods, systems and policies of procurement and maximizing its contribution project profitability and maintain office integrity.
  • Ensure project materials/Services are procured in accordance to CARE’s Procurement manual ensuring individual purchase request from program are fully expedited on and delivery of goods and services is done in good time and are of the right quality as per the requirements of user departments.
  • Maintain a daily update of the procurement status report and submit the status to procurement coordinator on a weekly basis demonstrating the status of procurements.
  • Follow up with Nairobi HQs procurement office on purchases made from HQ, and expedite on deliveries to the program office.
Required Qualifications

Reporting to the program manager and supervising drivers and office assistants in the program, while also providing support to the program team, the incumbent will be responsible for the day-to-day program administrative responsibilities required for the smooth running of the program.
