Objectives

The African Development Bank Office in Kenya has been established to strengthen dialogue between the Bank and the government, development partners, the private sector, and civil society, in the design of its development policy and programs, as well as their implementation, monitoring and evaluation.

The Office also assists in the operational functions of the Bank Group in launching and the implementation of projects and programs financed by the Bank.

Its functions fall under the following major areas: country programming, project administration, promotion of participatory approach, regional integration, and aid co-ordination, in line with the strategic partnership principles, to enhance development effectiveness and have a greater impact on the ground.

Local Financial Management Specialist KEFO
(Local PL)
The National Financial Management Officer (NFM) will be based in the Kenya Country Office and work as a technical staff of the Procurement and Fiduciary Services Department receiving all guidance and support on financial management matters/issues from the Regional Financial Management Coordinator or the Division Manager, Fiduciary Services Division, based in Tunis.

The NFM daily administrative supervisor shall be the Resident Representative of the Kenya Country Office.The incumbent will assist in all financial management (FM) aspects related to the Bank’s operations in Kenya and the neighbouring countries as may be required and any such other official tasks as may be assigned to him/her.

Major Duties and Responsibilities:
  • Assess the adequacy of the Borrower’s project financial management systems and their ability to manage and monitor Bank financed projects as part of project appraisal. This includes budgeting, policies and procedures, internal controls, accounting, financial reporting and auditing;
  • Participate in project/program launching missions to assist the project/program team in developing capacity building of the Executing Agencies in the area of financial management;
  • Carry out supervision work to ensure that projects financial management systems are functioning appropriately, including the review of periodic interim financial reports;
  • Assess the selection and engagement of auditors, ensuring their suitability including their independence, and competence to perform; and ensure that the borrower provides auditors with all the relevant information (including Terms of Reference and Bank requirements) necessary to carry out their engagement;
  • Review audited financial statements received, monitor the Borrower’s compliance with financial covenants including audit compliance, ensure adequate communication with the Borrower and the project implementing agencies with respect to audits;
  • Maintain a system of monitoring compliance with the Bank’s Financial Guidelines by the Borrowers and actions taken by project management to implement internal and external audit recommendations and provide advice and support to the Borrower and the Bank Country Teams report on the status of implementation;
  • Liaise with the staff at HQ especially disbursement officers, Task Managers, Internal auditors and others as appropriate, for the purpose of assuring optimal financial accountability within Bank-financed projects and programs to ensure that disbursement activities proceed smoothly;
  • Design and develop capacity development and training programs in the area of financial management with the Bank and for stakeholders of borrower member countries, including serving as a training resource person as required.
  • Provide financial management guidance as may be required for the development of technical assistance programs in borrower member countries and evaluate and monitor their implementation;
  • Undertake any other official tasks as may be assigned by the senior management.
Essential Skills and Capabilities
  • At least a Professional qualification (such as CPA, ACCA, CA or equivalent)and a Master’s degree in accounting, business, finance or economics or other relevant disciplines;
  • A minimum of five (5) years of professional experience in financial management, operations cycle activities, knowledge of procurement and experience in Multilateral Development Banks (MDBs) and with donors is an added advantage;
  • Knowledge of International Accounting Standards and International Standards on Auditing;
  • Experience in auditing, including assessing audit competence, and to the ability to analyse the impact of qualified audit reports and matters arising from management letters;
  • A good understanding of the review of financial statements including statements which link financial to non-financial information;
  • Ability to work in teams; strong analytical ability; excellent communication, leadership and time management skills; integrity, attention to details, result and client service orientation, dynamism; proven experience in implementation of change;
  • Competence in the use of standard software packages, e.g., Word, Excel, PowerPoint, Internet; knowledge of SAP is highly desirable;
  • Ability to communicate and write effectively in English. Knowledge of French is an advantage.
Conditions of the Employment Contract: 

The Bank offers a three (03) year fixed term contract with possibility of renewal based on the performance of employee.
