Background
The Government of Uganda has received a credit from the International Development Association (IDA) to undertaken establishment of the Civil Service College and intends to apply part of the credit proceeds to make payments under the contracts for Director for the Civil Service College.
The Government of the Republic of Uganda (GoU) is implementing a Public Service Reform Programme (PSRP) aimed at improving efficiency and effectiveness of the Public Service. Critical to this reform programme is the need to establish a Civil Service College to provide in-service training and re-orientation of public officers.
The CSC will also conduct policy research and reviews to help move reforms forward and support innovative ideas for enhanced performance and public service development in strategic areas of national development.
The Ministry of Public Service has now decided to procure the services of a Director of the Civil Service College to take lead of the start up team to support the realization of the priority preparatory activities for the establishment of the Civil Service College.
Objective of the Assignment

The objective of the assignment is to take lead in the implementation of all initial activities of establishing the Civil Service College.
Specific Tasks
The services of the Director for Civil Service College will include, but not limited to:-
  • Advising the Ministry of Public Service on matters pertaining to Public Service development;
  • Liaising with the HRM Directorate, Service commissions, Ministries, Departments, Local Governments and other institutions in the Public Service policy advice, training and development issues;
  • Formulating CSC vision and strategic business plan with its implementation plan including clear indicators for monitoring and evaluation of its implementation; lead the development of operational and training cycle management procedures and service quality standards;
  • Promoting and communicating the CSC establishment, mandate and mission to all stakeholders and to client-organisations; and
  • Planning (long, medium and short-term) and managing the work of CSC and ensure that it is sufficiently resourced to carry out its functions, along with the preparation of budget proposals.
Qualifications of the Consultant
  • At least Masters degree, preferably in public administration and management, economics, law, business administration, Education or social sciences or relevant field;
  • At least 10 years experience in Public Service or similar large organisation, four of which should have been worked in the HR development or training/consulting field;
  • At least 5 years of management experience gained in management position in Public Service or in a large private sector organisation;
  • Professional membership will be an added advantage; and
  • IT knowledge is a requirement.
Contract Duration
The contract will be for a period of two years with a possibility of extension subject to satisfactory performance.
The Ministry of Public Service now invites eligible Individual Consultants to submit their applications for providing the services.
Interested individual consultants must provide information indicating that they are qualified to perform the services (detailed CVs, description of similar assignments, experience in similar conditions, etc.).
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines Selection and Employment of Consultants ‘by World Bank Borrowers May 2004 (revised October 2006 and May 2010).
