Qualification, experience and skills required

  • A Masters degree in Computer Science or any other ICT related discipline from a recognized institution
  • Adequate knowledge of ICT infrastructure data systems
  • Experience of designing business processes and aligning the same to appropriate technologies that are cost effective
  • Able to demonstrate ways of providing effective service delivery in a large organization through the extensive use of computers and technologies
  • At least Eight (8) years experience in managing the ICT function in a reputable organization
  • A team player and result oriented.
Duties and responsibilities will entail: -
  • Providing visionary leadership in the Division and ICT strategic thinking to the commission
  • Ensuring system development, Administration of data Communications, network, internet and e-mail management
  • Maintaining Education Management Information Systems and updating of TSC website
  • Providing support services of  procurement and stores through development of technical specifications, conducting evaluation, inspection and verification of procured ICT goods and services.
  • Providing Technical support of users of ICT resources
  • Analyzing and reporting on TSC Payroll data
  • Developing, implementing and steering the TSC IT strategy
  • Managing and overseeing all aspects of technology implementation in TSC
  • Providing the management and professional staff with analyzed data for decision making presented in ways that advances organization goals.

Qualifications
  • A Bachelor of Commerce degree (Finance or Accounting )option;
  • Certified Public Accountant CPA (K) or a Masters degree in Business Administration (Finance Option);
  • Applicants must be either serving as Accountants or Finance Officers and must have ten (10) years experience in Accounting/ Finance work gained   from a reputable organization, three years of which should have been at senior level
  • Competent use of computer packages.
Duties and responsibilities will entail: -
  • Planning and coordinating the activities of Finance Division;
  • Preparing budgets for the recurrent and development votes;
  • Preparing monthly expenditure forecasts, monitoring expenditure and
  • projects including programme implementation;
  • Arranging and requesting for write-offs for losses that have been accrued in the Commission’s accounts;
  • Identification and selection process (including donor projects) and their linkage to forward and annual budgets;
  • Appraising staff;
  • Controlling financial commitments;
  • Initiating proposals seeking funds for additional expenditure;
  • Co-ordinating the design and financial aspects for all new donor projects and agreements with the donor agencies;
  • Co-ordinating activities and work of all officers handling donor funded projects;
  • Monitoring and implementing donor projects and reviewing reimbursements.

Senior Principal Research Officer

Qualification, experience and skills required
  • A Masters degree in Economics, Economic Policy Management or Statistics from a recognized university
  • Served satisfactorily as an Economist/Statistician/Researcher in a reputable organization for at least six years
  • Knowledge and understanding of the various reforms in the Education Sector
  • Thorough  understanding  of government  policy on  public service reforms including such aspects as Results Based Management (RBM), Rapid Results Initiatives (RRI) and Performance Contracts
  • Sound knowledge of participatory M&E approaches and techniques and ability to develop performance based indicators
  • Excellent computer and quantitative analytical skills
  • Thorough knowledge of the project/programme management cycle and activity based participatory planning and budgeting
  • Excellent verbal and written communication skills
  • A postgraduate qualification in Monitoring and Evaluation will be an added advantage.
Duties and responsibilities will entail: -
  • Responsible for the overall implementation of the TSC Monitoring and Evaluation Guidelines
  • Provision of technical and back-up support in the preparation of monitoring plans, log frames and programme M&E indicators for the various service areas and TSC Units
  • Conducting M&E needs assessment in service areas and designing appropriate intervention programmes
  • Updating of the M&E guidelines, programme indicators and developing of manuals and procedures for the M&E System
  • Co-ordinating  Monitoring and  Evaluation  activities and  in  liaison with the implementing service areas
  • Responsible for compiling and distributing monthly, quarterly and annual progress reports on various programmes.

  • A Bachelors degree in Economics, or Economics and Mathematics or Economics and Statistics from a recognized University/institution,
  • Served in the grade of Economist/Statistician or involved in Research work in a reputable organization for at least four years
  • Knowledge and experience in education research work and understanding of the various reforms in the Education sector
  • Thorough  understanding  of government  policy on  public service reforms including such aspects as Results
  • Based  management (RBM),  Rapid  Results  Initiatives  (RRI) and Performance Contracts.
  • Advanced computer skills and other relevant statistical tools
  • Techniques and Demographic Techniques from a recognized institution will be an added advantage.
Duties and responsibilities will entail: -
  • Responsible for the establishment and updating of Policy, Planning and Research Data Base
  • Responsible for the implementation of the Research and Development Policy  and execution of  research   projects  on   specific  teacher management issues
  • Responsible for provision of technical and back-up support in the design and appraisal of research proposals, plans and other service delivery innovations
  • Responsible for the initiation, development and implementation of the Commission’s mid term and long term strategic plans
  • Assisting in data capture, analysis and production of reports on specific teacher management issues
  • Assisting in the designing and administering survey questionnaires and other programme assessment tools
  • Assist in conducting research and service delivery surveys and studies on specific teacher management issues
  • Assisting in the compilation of Quarterly and Annual Performance Reports.

Administrative Officer (Electrical)

Qualification, experience and skills required
  • A Diploma in Electrical Engineering;
  • A minimum three (3) years experience in maintenance of electrical installations and  equipment in  a large organization  or reputable contractor;
Duties and Responsibilities will entail: -
  • Performing   installations, maintaining, dismantling and repairing equipment for the generation, distribution or utilization of electrical energy in the building;
  • Making necessary machine adjustments for proper operation
  • Locating and diagnosing trouble in electrical systems or equipment working
  • Working on standard computations related to lead requirements of wiring and/or electrical equipment
  • Liaising with the building maintenance manager by providing relevant technical knowledge
  • Safety management: ensuring the safety of staff, customers and visitors within the building.
Terms of Service
  • TSC Scale 14: Kshs. 77,527 – 98,947 p.m
  • TSC Scale 11: Kshs. 40,835 – 49,636 p.m.
  • TSC Scale 9: Kshs. 30,472 – 42,877 p.m.
  • TSC Scale 7: Kshs. 26,323 – 31,996p.m.
The remuneration will include Medical Allowance, House allowance, leave allowance, and Membership to a Superannuation Pension Scheme.
