Save the Children Consultancy to design a community service delivery monitoring and feedback system for the PPIMA project in Rwanda

Background
The Norwegian Peoples Aid (NPA), along with CARE International – Rwanda and Save the Children Fund (UK)-Rwanda have secured funding from the Swedish International Development Agency (Sida) and the United Kingdom’s Department for International Development (DFID-UK) to support a number of Rwandan NGO partners and organized citizen groups to implement a three year Public Policy Monitoring and Advocacy (PPIMA) Project in Rwanda.
The PPIMA project is a civil society support project aiming at strengthening the interest among Rwandan Civil society organizations and citizens in public policy affairs and supporting them in their efforts to self-organize and acquire the skills they need to engage effectively in national and local level processes of policy formulation and implementation to ensure that policies work to deliver improved services, especially fo poor Rwandans.
A major component of the PPIMA project consists in an output that will involve local communities and civil society organizations directly in monitoring and giving feedback to government and other service providers at local and national level on the quality and effectiveness of service delivery at local community level.

A community-based system of gathering, consolidating and systematically feeding back communities own views on the quality and effectiveness of service delivery within 4 key EDPRS sectors, namely education, health, agriculture, water and sanitation and rural infrastructure is to be designed, piloted and eventually rolled out in 4 the districts.
2. Objective
The objective of the consultancy is to design, pre-test and train selected implementing partners in a system to support communities and civil society organizations to monitor and give feedback to government and other service providers on the quality and effectiveness of service delivery at local community level.
Evidence from the community monitoring work will be consolidated and used by civil society for policy advocacy at national level.
3. Task requirements
We are looking for a consultant/group of consultants with the following set of skills and capabilities to undertake this service:
  • Lead consultant(s) educated at the level of Master’s Degree and above in a relevant area
  • Excellent knowledge of quantitative and qualitative research techniques
  • Extensive knowledge of participatory monitoring and Evaluation techniques
  • Track record in designing and implementing community participatory monitoring and feedback systems and providing related capacity building, incorporating leading edge thinking and tools in this area of work
  • Excellent analytic, writing, communication, facilitation and presentation skills
  • Capacity to work and deliver high quality outputs under tight deadlines
  • Good knowledge of Rwanda’s EDPRS and national and local level governance and decision making frameworks/processes
  • Experience in designing IT/social media-based governance approaches and tools
  • Good understanding of Rwanda’s political, social and cultural milieu, especially in relation to how these interplay to influence the country’s governance arrangements and practices
  • Proven track record of producing citizens friendly manuals/guides enabling them to understand and engage in public policy making and implementation processes
  • Good knowledge of Rwanda civil society
  • Good comprehension of French/Kinyarwanda
  • Track record in designing and facilitating participatory adult learning processes and delivering high quality Training of Trainers (TOT)
  • Capacity to coordinate and support diverse teams/interest groups
4. Timeframe and schedule
  • The consultancy is scheduled to run from July 22nd to latest August 31st 2010, with a total of 35 paid days
