Norwegian Refugee Council (NRC) Monitoring & Evaluation Officer Job Vacancy in Kenya

Norwegian Refugee Council (NRC) Somalia/Kenya is a two Country Program with four field offices in Dadaab (Kenya), Hargeisa (Somaliland), Bossaso (Puntland) and Mogadishu (South Central). NRC has been present in Somaliland since early 2004 and expanded to Puntland in 2006, Mogadishu and Dadaab in 2007.

In a short time NRC established Education, Shelter/Sanitation, Distribution and Camp Management projects for IDPs, refugees and local population in Somalia and Kenya. NRC also has a coordination office in Nairobi, Kenya that was established in 2006.

Position Vacant: 
Monitoring & Evaluation Officer
Reporting to: Program Director (PD)

Duty Station: Nairobi, with frequent travel to the field offices
Duration of Contract: July 2010 to 31st December 2010 (with possible extension)

Main Responsibilities include:

  • In coordination with the project staff and M&E field focal points establish reliable and participatory M&E framework for the Somalia-Kenya mission
  • Design full M&E procedures and operating plans within the mission and implement effective M&E systems and procedures to ensure quality assurance and consistency across the mission
  • Design workable and comprehensive M&E Tools for the monitoring of core activities with a focus on protection and gender as core elements.
  • Develop impact monitoring tools including a set of indicators that allows for the collection and reporting of impact based data on the ongoing project activities to check for the observed developments and changes due to the project intervention.
  • Prepare an analysis for the progress on activities being undertaken in the mission and monitor results in terms of timeliness, quality, accuracy in line with the LFAs and project documents.
  • Oversee the systematic and continuous data collection and analysis on the progress of activities overtime and check whether, or not the activities are in the anticipated course to achieve the program outputs/outcomes.
  • Provide intensive technical support to field teams in planning and monitoring of the ongoing projects as well as the development of systematic regular and structured monitoring exercises and compilation of various internal reports for smooth and timely implementation and accomplishment of planned project activities;
  • Manage the M&E Database with the M&E Focal Points and be responsible for generating bi-monthly reports for all areas
  • Prepare the bi-monthly reports and facilitate in the preparation and submission of quarterly and annual reports as per the HQ and donor requirements.
  • Build the capacity of staff through training and support for effective implementation of the M&E systems including information gathering, follow up and post implementation monitoring within the mission.
  • Work in close collaboration with the IT/Database Assistant to develop and maintain the M&E system including trouble shooting and addressing problems as they arise.
  • Any additional duties as deemed necessary by the program director.
Required skills and qualifications:
  • Relevant university degree or higher education, preferably in international relations and/or development, social sciences or equivalent work experience
  • At least 3 years of humanitarian program experience (implementation, supervision and/or management) preferably with refugees/IDPs.
  • At least 3 years experience in M&E activities, preferably in the area of project development, including design of systems and tools, data analysis and report writing
  • Experience in project cycle management
  • Strong data analysis skills (qualitative and qualitative)
  • Experience in training and capacity building in M&E mechanisms
  • Understanding of various donors requirements
  • Excellent interpersonal, written and verbal communication skills.
  • Fluency in the English, both oral and written
  • Goal oriented and has the ability to work under pressure, independently and with limited supervision.
Desired Skills:
  • Knowledge of the political situation in Somalia and Kenya.
  • Experience in designing and leading on specific research projects.
  • Experience working with statistical software packages.
This position will be based in Nairobi, Kenya with frequent travel to the field offices in Somalia and Dadaab; Applicants should hold valid travel documents.
