Kenya Anti-Corruption Commission Expression of Interest – Provision of Consultancy Services for the Assessment of Sectors’ Performance in the Implementation of the National Anti-Corruption Plan

The National Anti –Corruption Plan was launched in May 2006 and the scope of the plan is to prevent and to fight corruption in all its manifestations, in all spheres of Social, Economic and Political affairs of the nation.
The Plan recognizes that corruption is a phenomenon that permeates all sectors of national life and is not unique to some sectors. The Plan provides a coordinated approach and unity of purpose in fighting corruption in the country.
The Kenya Anti-Corruption Commission (KACC) in an effort to undertake Monitoring and Evaluation Framework for the National Anti- Corruption Plan intends to acquire services of consultants/firms to assess sectors’ performance.
The Consultancy services will assist in undertaking the following activities:

1.     Review implementation of the National Anti- Corruption Plan by all the sectors.
2.     Compare and rate sectors according to the implementation of the Plan
3.     Isolate good practices from the implementation of the Plan which will contribute to good governance.
4.     Identify challenges sectors are facing in implementing the Plan.
Note that the consultancy will involve at least two consultants to independently rate sectors in the implementation of the Plan and thereafter compile one report.
Eligible consultants are now invited to express their interest in providing the above mentioned services. Interested consultants must provide the following:
1.     Profile of the firm with CV’s of at least two experts indicating education background and relevant qualification and experience in handling similar assignments.
2.     Physical and postal address of the firm including telephone and e-mail contacts.
3.     Information indicating experience and professional capability to perform the services. Such information should include a description of at least two similar assignments executed and availability of appropriate skills among staff and financial and technical resources of the firm.
4.     Copy of certificate of incorporation or registration of Business name from the Registrar of Companies or the registrar of Business names as appropriate.
5.     Copy of registration for PIN and/or VAT
6.     Copy of tax compliance certificate.
A Consultant/Consultant firm shall submit his/her EOI independently and shall not associate with other Consultants intending to submit an Expression of Interest.
Complete Expression of Interest documents in plain sealed envelopes clearly marked “PROVISION OF CONSULTANCY SERVICES FOR THE ASSESSMENT OF SECTORS’ PERFORMANCE IN THE IMPLEMENTATION OF THE NATIONAL ANTI-CORRUPTION PLAN” should be sent to the address below or be deposited in the Tender Box situated at the Ground Floor, Integrity Centre on or before 18th August 2010 at 10.00 a.m.
Opening of the bids will take place immediately thereafter at 1st floor at Integrity centre in the presence of Bidders/
representatives who choose to attend.
