CARE International in Kenya is looking for dynamic and highly motivated individuals of high moral character and professional integrity to fill the following position;
Site Engineer – Global Water Initiative Project (GWI)

The Site Engineer will undertake field needs assessment (feasibility studies) in Water Supply and determine the most appropriate water supply options for the pastoral communities, map the  water reticulation system for upgrading, rehabilitation and expansion as per project agreement in close collaboration with the project manager design, provide technical oversight during construction to ensure project completion within budget, schedule and desired quality of workmanship, provide technical guidance/assistance and design oversight to the Project Engineer, Assistant Project Engineer and Field Officers.
Job Description
Title: Site Engineer
Reports to: Project Manager – GWI
Duty Station: Garissa District.

Job Summary
The Site Engineer is responsible for technical support in the implementation, monitoring and evaluation of Global Water Initiative field activities in the assigned area of work.
Responsibilities and Tasks
R1 Administration
  • Maintain office and capital equipments inventory in your area of work.
  • Maintain assigned property in good order
  • Supervise and monitor the use of project field equipment and materials.
  • Administer project advances in accordance with CARE procedures.
R2 Project Development and implementation
  • Design and implementation of appropriate water supply and sanitation infrastructures
  • Appraisal of potential WUAs to partner with GWI project
  • Situation analysis and participatory development of the community action plans
  • Organize and conduct training of community’s own resource persons and other project
  • Developing concept papers, proposals, and Bills of Quantities (BOQs) in collaboration with the Project Manager.
  • Liaise with the Technical Departments within the relevant Government Departments so as to ensure quality programming (District Water Officer, Northern Water Services Board, Water Resources Management Authority and the National Water Conservation Cooperation, and Irrigation Department)
  • Undertaking field needs assessment / baseline surveys / feasibility studies in Water and Sanitation activities and determining most appropriate wat er supply and sanitation options for the communities
  • Overseeing the implementation of Capacity Building initiatives in Water and Sanitation Programs including application of PHAST & PHASE, and Child to Child approaches in imparting Hygiene skills
Project Planning and Development
  • Develop, in co-operation with the programme team and the community new short and medium term programmes for implementation.
  • Prepare and submit monthly/quarterly progress reports to the Project Manager.
  • Solicit for, monitor and report government’s/Community contribution in kind (CIK) to the project.
  • Preparing tender documentations, contract management and supervision of the contractors/artisans who are undertaking major construction projects
  • Undertaking preliminary hydro-geological and topo-surveys and compiling data on the existing water sources in close liaison with District Water Coordinator, Water Board,
  • Water Resources Management Authority and beneficiary communities and coming up with priority areas needing new water sources, rehabilitation or protection works
R3 Contact/key relationship
  • Develop cordial contact and relationship with all CARE staff in the region and elsewhere and GOK (Min. Water, Health, Provincial Administration) and other NGOs.
R4 Representation
  • Participate in the DDC/DSG meetings
  • Strengthen teamwork with project staff and other Agencies.
  • Co-ordinate with GOK staff/line ministries on issues relating to water, sanitation and Health to strengthen collaboration.
R5 Other Responsibilities
  • Participate in relevant networking forums and other CARE organized functions
  • Perform any other duties as may be deemed relevant or necessary by the PM.
Authority
Spending:
  • Confirm and verify payments to casuals involved in water and sanitation construction activities.
  • Confirm and verify materials delivered by vendors/suppliers to the area.
Autonomy: Incumbent expected to handle problems from which there are clearly applicable precedents.
Working Conditions
  • Mandatory 80% time in the field within the assigned area of work.
Skills and Qualifications
  • BSc. in Civil/Water Engineering. A Masters degree will be an added advantage.
  • Six years progressive relevant working experience in rural community water projects.
  • Experience in design and supervision of piped water schemes, infiltration galleries, shallow wells, earth pans, sand dams and boreholes.
  • Proficiency in MS Office Suite, AutoCAD, ArchiCAD, WaterCAD and Proficiency in project management software’s like MS Project or Primavera Project Planner.
  • Registration with Engineers Registration Board.
  • Knowledge in GIS & GPS will be an added advantage.
  • Excellent communication, analytical, planning and organizational skills.
  • Must be self motivated and reliable person who can work with minimal supervision.
  • Experience working in multi-cultural (particularly pastoralists in Northern Kenya), multidisciplinary staff.
  • Willingness to work and live in difficult and demanding locations.
  • Person of high moral character and professional integrity
