Introduction – AMREF Maanisha Programme
Maanisha is a community focused initiative to control HIV/AIDS in Kenya. Maanisha is a Swahili word that means ‘to give meaning to’. The programme is implemented by AMREF in Kenya in collaboration with Government of Kenya (GoK), over 700 Civil Society Organizations (CSOs) and Private Sector Organizations (PSOs)
The programme is funded by Swedish International Development Agency (SIDA) and the United Kingdom Department for International Development (DFID). It covers districts in Nyanza, Western, Eastern and Rift Valley provinces.
Project Purpose

To strengthen the capacities of CSOs, PSOs and GOK structures to provide comprehensive HIV/AIDS prevention, care, support and treatment.
Objectives of the Evaluation
The main objective of the MTE is to assess progress made towards achievement of the programme purpose.
Specific Objectives of the Mid Term Evaluation
  • Establish the extent to which programme objectives have been achieved
  • Identify lessons and gaps in programme implementation
  • Make recommendations on adjustments and remedial actions that need to be considered to ensure achievement of the programme objectives
Scope of Work
The Consultant will be expected to undertake the following tasks:
  • Develop and submit an inception report to AMREF in Kenya including the interpretation of the Terms of Reference, proposed evaluation design, methodologies, work plan and budget to carry out the assignment to be agreed upon with AMREF in Kenya and partners
  • Attend the various pre and post evaluation consultative meetings
  • Desk review of relevant project documents including project proposal, progress reports, and other relevant documents, the range of which shall be agreed upon with AMREF in Kenya and partners
  • Develop data collection tools
  • Train research assistants and data entry clerks
  • Supervise and participate in data collection, analysis and interpretation
  • Development, presentation and submission of Mid Term Evaluation Report
Deliverables
  • Inception report outlining the interpretation of TORs and methodology to be applied and resources needed
  • Evaluation report highlighting status of process indicators based on the methodologies applied and objectives outlined above
  • Draft mid-term evaluation report for comments from and debriefing of AMREF and partners. The report should be comprehensive and provide detailed specific results, conclusions and recommendations
  • Final mid-term evaluation report to be delivered to AMREF in Kenya in three hard bound copies and three CD ROMs in MS Word.
  • A popular version of the final mid-term evaluation report in three hard-bound copies and three CD ROMs in MS word
  • A complete data set and codebook
  • Original recordings and transcripts of qualitative and raw quantitative data
Qualifications and Skills
The Consultant should have at minimum a Masters Degree in Public Health or Social Sciences.
In addition, the Consultant should have expertise and hands on experience in public health evaluation and extensive experience in the following areas:
  • Monitoring and Evaluation
  • Operations Research
  • Primary health care especially in HIV/AIDS
  • Institutional/organizational capacity assessments and development
  • Quantitative and qualitative research methodologies including sample selection and data analysis using statistical programmes
  • Good understanding of the health policies and health systems currently in operation in Kenya
  • Excellent verbal and written communication skills
Specifications about the Response
  • Consultants will be expected to submit a detailed Technical and Financial proposal
  • Evidence of relevant hands on experience in the recent past in similar assignments will be required
Proposed Timeline and Management of the Mid Term Evaluation
The entire evaluation process is planned to take a total period of thirty five (35) days, between 15th August and 30th September 2010.
This includes relevant documents review, development of tools, data collection and analysis, report writing and presentation of both the preliminary and final report to AMREF and key partners.
The consultancy shall be managed by AMREF in Kenya. The Consultant must be ready to start work immediately upon appointment.

Evaluation and Award of Consultancy
AMREF in Kenya will evaluate the proposals and award the assignment based on technical and financial feasibility. We reserve the right to accept or reject any proposal received without giving reasons and we are not bound to accept the lowest or the highest bidder.
