The National Council for Persons with Disabilities was set up in December 2004 following the enactment of The Persons with Disabilities Act (PWD) 2003.
The Council is a Semi-autonomous Government Agency (SAGA) whose parent Ministry is the Ministry of Gender, Children and Social Development. The membership consists of nominees of Organizations of and for persons with disabilities, key government ministries, the Office of the Attorney General, Federation of Kenya Employers and the Central Organization of Trade Unions.
The Board is headed by a non-executive Chairperson. The day-to-day activities are run by a Secretariat headed by a Director.
Job Title: Executive Director 
Division/Department: Director’s Office
Location: Nairobi (with constant travel within the region)
Reporting Lines:
  • Post holder reports to: The chairman and Board of Directors
  • Staff reporting to this post: Head of all Council’s Staff.
Vision: A vibrant agency promoting disability mainstreaming in National Development.
Mission: To mainstream disability issues in all aspects of socio-cultural, economic and political development.
Location: NCPWD has a national office opposite ABC Place along Waiyaki Way, Nairobi. Next to the Army Barracks
Job Purpose: Under the direction of the Council, the Executive Director is responsible for overall management and operation of the National Council for Persons with Disabilities and protection of the organization’s financial assets while ensuring compliance with Council directives and relevant government and donor requirements.
Key Responsibilities:
Leadership
  • Implement and review a strategic plan to advance the organization’s mission and objectives.
  • Provide leadership in all activities and programs of the Council
  • Ensure the compliance and implementations of the Persons With Disabilities Act and other government policies relevant to Persons With Disabilities
  • Approve organization operational procedures, policies and standards.
  • Give the organization a high- level visibility through media involvement
Financial
  • Final approval of all payment within the organization
  • Ensure that annual Financial Audit is conducted and recommendations addressed
  • Ensure timely submission of reports periodically
  • Identify favorable financing partners and accordingly develop, submit and follow-up funding proposals
  • Sign all funding agreements and contracts with third parties as related documentation on behalf of the organization.
  • Act as the chief custodian of the organizations documents and assets.
  • Serve as a Secretary to the Council and be a bank signatory to accounts of the Council
Human Resource
  • Ensure recruitment and selection of competent staff.
  • Ensure performance standards are set for all staff and reviewed periodically.
  • Convene and chair management team meetings.
  • Staff Capacity building
Council responsibilities
  • Convene Council meetings and act as secretary thereof.
  • Keep Council members adequately briefed on all significant developments at NCPWD
  • Ensure Council decisions are implemented and reported on time.
  • Serve as link between the Council and members of staff.
  • Oversee organization operations to ensure production efficiency, quality, service and cost effective management of resources.
Qualifications & Experience:
  • Masters degree, preferably in Social Sciences, political science, development studies, human rights, communication or other related to the job. Post graduate qualification in management preferred.
  • Knowledge of regional and international instruments relating to Persons with Disabilities and general human rights.
  • At least 3 years experience in organization management
  • Experience in strategic planning and execution at a senior level.
  • Knowledge of contracting, negotiating and change management.
  • Knowledge of public relations principles and practices. Knowledge of communication and public relation techniques including ability to represent the organization publicly.
  • Work requires professional written and verbal communication and interpersonal skills.
  • Ability to motivate teams and simultaneously manage several projects.
  • Experience in social development, Disability and Gender including working knowledge in government policy operations and reporting
Working Conditions
  • The Job is complex, sensitive and stressful.
  • Work requires willingness to work a flexible schedule and travel.
  • Work may require frequent weekend and evening work as well as high degree of autonomy.
Terms of Service: 3 years Contract renewable. Salary: Kshs.90, 000 – 250, 000

Board of Trustees of the National Development Fund for Persons with Disabilities

Programs Officer
Duties and Responsibilities
  • An officer at this level will assist in the coordination of the activities of the Board of Trustees of the National Development Fund for Persons with Disabilities.
  • Be responsible for the interpretation, review, dissemination and implementation of the Appropriation guidelines and management of development projects and programmes;
  • Grant administration and follow up
  • Review of applications and advising the Board accordingly
  • Respond to Fund beneficiaries’ issues and preparation of briefs to the CEO and the BoT on the disbursement of funds to the beneficiaries.
  • Liaise with Non-Governmental Organizations, disabled persons’ Organizations, other Government agencies regarding grants
  • Formulation of appropriate procedures for the management of the Fund.
  • Provide relevant information on enterprise development to various stakeholders including disabled persons’ organizations
  • Interpret policy issues pertaining to operations and disbursement of the fund.
Requirements for Appointment
For appointment to this position, an officer must have:
  • Be a holder of a degree in Social Work, Sociology, Project Management or any other relevant course from a recognized institution;
  • Attended a course in Project Planning and Management for a period not less than four (4) weeks from a recognized institution;
  • Shown merit and ability as reflected in work performance and results.
  • A post graduate qualification in the relevant field will be an added advantage

Accountant
Duties and Responsibilities
An officer at this level will be responsible for and show ability in:
  • recognizing, calculating, posting, summarizing, and reporting transactions as a means of maintaining sound financial records;
  • implementing an effective system of internal control for orderly and efficient conduct of business including adherence to Government policies;
  • safe-guarding of assets, prevention of fraud and errors; and timely preparation of accurate and reliable financial reports
  • Coordination, review, processing and compilation of recurrent and development estimates for the annual and revised budgets;
  • Communication of approved annual estimates to various divisions and beneficiaries and making sure that there is a timely adjustment of work plans commensurate with the resources voted in the budget.
Requirements for Appointment
For appointment to this position, an officer must have:
  • Has at least 3 years experience as an accountant
  • a bachelor’s degree in Commerce (Accounting or Finance Option) and have passed CPA Part Ill examinations;
  • not involved in any criminal matters which are work-related

Records Management Officer – National Development Fund for Persons with Disabilities
Duties and Responsibilities
An officer at this level will be deployed in the Fund registry. The officer’s specific duties will be to:
  • ensure that letters are appropriately filed and marked to action officers;
  • control and open files and update the file index;
  • ensure security of information/files in the registry;
  • up-date and maintain file movement records; and
  • ascertaining the general cleanliness of the registry
  • guide and supervise staff working under him/her
Requirements for Appointment
For appointment to this position, the officer must have:
  • served in a relevant and comparable position for a minimum period of three (3) years
  • a Diploma in any of the following: Records/Information Management, Information/Library Science or equivalent qualification from a recognized institution and
  • shown merit and ability as reflected in work performance and results

Administrative Assistant
  • Reporting to the Grants Administration Officer, the Administrative Assistant will be responsible for the following;
  • Typing from draft manuscripts or recording from dictation machine
  • Processing of data
  • Management of c-office
  • Operating office equipment
  • Management of office protocol
  • Managing office petty cash
  • Handling telephone calls and appointments
  • Ensuring security of office records, equipment and documents, and
  • Undertaking any other secretarial duty that may be assigned.
Requirements for appointment
  • Bachelors Degree or Higher Diploma in Secretarial Studies, or a Bachelor of Business and Office Management or equivalent qualifications from a recognized institution, and
  • Certificate in Computer Applications (Windows, MS-Word, Ms Excel, Ms-Access and Internet) from a recognized Institution.
  • Served in any relevant and comparable position for a minimum period of three (3) years.
