National Aids Control Council (NACC) Human Resource Management Consultancy Services – Kenya

The Government of Kenya has received financial assistance from the International Development Agency (IDA) to finance the Total War Against HIV and AIDS (TOWA) Project to support implementation of the Kenya National HIV and AIDS Strategic Plans (KNASP II and III) for the periods 2005-10 and 20o9-13
To support the successful implementation of the TOWA Project National AIDS Control Council (NACC) intends to recruit candidates to fill vacant position within the approved staff establishment.
The main purpose of the Human Resource Management Consultancy services is to:
1.     Place advertisement for positions which fall vacant within NACC with adequate information for the specific job descriptions and qualifications required for each post
2.     Serialize, all received applications from potential candidates
3.     Summarise credentials of all candidates who meet the minimum requirements
4.     Short list and screen all applicants by carrying out formal background checks of the short listed candidates (preferably six candidates) The formal background checks must be availed to NACC as part of the report

5.     Administer objective,reliable,relevant and standard aptitude technical tests for the candidates and score the shortlisted candidates accordingly (The tests must be availed to NACC as part of the report as well as the performance of all candidates and the evaluation carried out.
6.     The consultant should then forward to NACC all applications for the positions (both shortlisted candidates and those not shortlisted) within a specified time frame.
The assignment is for a period of1 year with a possibility of an extension.
The National AIDS Control Council (the Client) now invites eligible consultants to indicate their interest in providing the services.
Interested consultants must provide information indicating that they have the necessary qualifications and capacity to perform the services.
The information should include description of similar assignments undertaken and experience in similar conditions, availability of appropriate skills among core staff, availability of logistics, date when consultancy firm was established etc.
The information should include names and addresses of at least 2 clients that the consultant has worked with in the past 2 years, and the specific assignments involved. Consultants may associate to enhance their qualifications.
A consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Published by the association in May 2004 Revised October 2006)
