AusAID (Australian Agency for International Development) advises the Government on international development policy and manages Australia’s overseas aid program in delivering sustainable development gains.
The Australian Government has an ambitious agenda to rapidly increase its development assistance across Africa while also deepening its engagement with key countries to achieve meaningful development impacts.
The aid program seeks to cover the entire African continent and focus on ways in which Australia can make a
measurable significant difference in Africa’s efforts at meeting the Millenium Development Goals.
AusAID has a presence in Nairobi, Pretoria, Harare and is set to move into Accra and Addis Ababa by September 2010.
AusAID is looking to recruit exceptional and experienced individuals to fill the following positions, based in Nairobi.
Senior Program Manager – Food Security

Ref: AUA/SPMFS-06/10
The Senior Program Manager (Food Security) will manage the development and implementation of a new regional food security program.
Reporting to the First Secretary (Development) in Nairobi, the key responsibilities will entail the following:
  • Manage and report on the implementation of the food security program, provide high level advice and expertise to deliver key developmental outcomes;
  • Develop a network of contacts at a senior level and manage effective relationships with partner governments, agricultural research agencies and universities, international organisations, other donors working in the sector and advisers and food security program staff within AusAID;
  • Provide factual analysis and reporting to AusAID on food security needs in Africa and other donor responses;
  • Develop and implement a public affairs strategy for the food security program, promoting Australian identity across the continent;
  • Represent AusAID at regional and pan-African meetings on food security;
  • Provide advice to AusAID on the strategic directions of the program and collaborate with the central office in Australia on the development of broader food security policy; and
  • Provide input and advice on the design and implementation of other agriculture and food security initiatives in Africa.
Key Qualifications and Experience
  • A Masters degree in Agronomy, Agriculture or a relevant field. A PhD in Food Security or related area will be a strong advantage.
  • A minimum of 10 years experience, at least 5 of which should have been in senior level management of aid projects/programs.
  • Relevant experience in development or project management in organizations such as government, NGOs or regional/international organisations.
  • Experience in management of contracts and financial resources.
  • Demonstrated knowledge of current issues and development practice relating to food security in Africa.
  • Demonstrated ability to work in a dynamic context and manage change.
  • Excellent written and spoken English, and strong negotiation and presentation skills.
Assistant Programme Manager – Scholarships

The Assistant Program Manager will assist in the management of the Australia Awards Program in Africa.
Reporting to the Senior Program Manager (Scholarships), the key responsibilities will entail the following:
  • Assist in the management of appraisal, planning, monitoring and review of the Australia Awards in Africa and the relationship with the managing contractor;
  • Provide support in the mobilisation of the scholarship program in new areas / countries and high-level bilateral negotiations, representations and discussions;
  • Manage relationships with government agencies and key partners in decision making and addressing pertinent issues to the delivery of the Program;
  • Support the establishment and maintenance of an effective awards/scholarships network across countries in the Africa region where Australia Awards are offered;
  • Participate as necessary in the process of short-listing, ranking and selecting award applicants;
  • Carry out management of program finances, budget, contract and procurement activities;
  • Coordinate mobilisation of awardees;
  • Coordinate alumni events including functions, workshops and seminars and liaise with AusAID alumni networks in Africa;
  • Ensure gender equity and disability support mechanisms are incorporated into the Program; and
  • Contribute to corporate activities of AusAID such as regional meetings and other duties as needed or as directed.
Assistant Programme Manager – NGOs and Community Partnerships

The Assistant Program Manager will assist in managing AusAID’s NGO and community partnerships for the Australian aid program in Africa.
Reporting to the Senior Program Manager (NGOs and Community Partnerships), key responsibilities will entail the following:
  • Assist in the planning and management of the new Australia-Africa Community Engagement Scheme and other community partnerships programs;
  • Manage assigned contracts and monitor performance to ensure that AusAID meets its contractual obligations;
  • Carry out activities related to program finances such as preparing estimates, budgets and monitoring expenditure;
  • Ensure Program information is accurately maintained using AusAID aid program management systems;
  • Carry out monitoring and evaluation activities and ensure compliance with AusAID’s quality reporting requirements;
  • Provide support to the Senior Program Manager (NGOs & Community Partnerships) and other AusAID stakeholders in the development of the new Program;
  • Manage relationships with Program partners and stakeholders including Australian and other international/local NGOs, as well as partner governments; and
  • Contribute to corporate activities of AusAID such as regional meetings and other duties as required.
Key Qualifications and Experience
For both Assistant Program Manager positions the key qualifications and experience desired are as follows:
  • A bachelor’s degree and a relevant post-graduate degree.
  • A minimum of 5 years relevant experience directly involved in aid program management.
  • Excellent written and spoken English. Knowledge of written and spoken Arabic would be an added advantage for the Scholarships position.
  • Excellent communication, negotiation and networking skills.
  • Experience in monitoring, evaluation and reporting on program activities.
Attractive remuneration packages commensurate with the responsibilities of the positions will be negotiated with the right candidates.
