AED Job Descriptions for East Africa Projects

Project Summary: AED is recruiting for several positions in East Africa for projects that focus on building systems and capacity at the Ministry of Education in some or all of the following areas: inservice teacher education for primary education, education policy, improved EMIS and decentralized planning, use of ICT in the classroom, and monitoring and evaluation, including the measurement of student learning.
Chief of Party
The ideal candidate will have a mixture of educational technical expertise and at least 8 years of project management experience ideally as a Chief of Party of USAID or other donor-funded education programs in Africa, preferably East Africa. The candidate must be fluent in English and preferably strong or fluent in Kiswahili.

Responsibilities:

  • Serve as the lead technical representative for the project, maintaining good relations with the Ministry of Education (MOE), USAID, and other stakeholders.
  • Recruit, supervise, and develop local staff;
  • Lead project team to achieve goals;
  • Oversee and ensure accountability for all procurement, logistics and financial operations; and
  • Produce high quality and accurate quarterly reports for USAID and MOE.
Qualifications: Ph.D, Ed.D or Master’s degree in education or related field, excellent team-building, communication and interpersonal skills; excellent writing and reporting skills.
Teacher Education Advisor
The ideal candidate will have a mixture of strong technical expertise and project management experience, particularly in the areas of teacher professional development and technology for education.
Responsibilities:
  • Provide technical leadership for developing and coordinating teacher professional development (TPD) activities;
  • Oversee implementation and reporting of TPD activities;
  • Establish productive relationships with government, civil society organisations, and other stakeholders, including teacher colleges and training centers, and;
  • Build the capacity of counterparts.
Qualifications: Ph.D, Ed.D or Master’s degree in education or related field, excellent interpersonal, verbal and written communication skills. Fluency in English required and working knowledge of Kiswahili preferred.
Education Planning Advisor
The ideal candidate will have 8+ years building the capacity of MOE staff at various levels to use data for decision making and education management.
Responsibilities:
  • Work with ministry counterparts to identify key policies challenges and develop information briefs and policy studies using appropriate EMIS data to help senior policy makers address constraints to the quality of teaching and learning;
  • Work with ministry counterparts to develop or refine tools that monitor teacher performance and student performance (such as EGRA and EGMA, School Improvement Plans, and School Report Cards); and
  • Work with ministry counterparts to build the capacity of key stakeholders to use information and tools to improve educational quality;
Qualifications: Masters or doctorate in Education Policy, Planning or related field; demonstrated experience in providing technical assistance to ministries on data use in policy-making, preferably in long term positions; knowledge of various accountability measures for improving education, knowledge of student learning measurement; good communication and interpersonal skills. Fluency in English required and working knowledge of Kiswahili preferred.
EMIS Specialist
The ideal candidate will have 8+ years of experience in developing and improving EMIS systems and building capacity of Ministries of Education to provide data for policy makers and other stakeholders.
Responsibilities:
  • Coordinate project efforts to install, use or improve EMIS software and train MOE staff
  • Monitor and create approaches for new information needed for EMIS purposes
  • Developing new forms, procedures, and training for data collection
  • Train MOE staff in data collection, data editing, processing, and presentation
  • Develop appropriate tools such as school report cards (SRC) or district profiles so that education data can be shared and more easily understood by educators and parents
Qualifications: B.Ed or Masters in Education, Information Science, Statistics or related field, demonstrated experience in providing technical assistance to Ministries on EMIS; good communication and interpersonal skills. Fluency in English required and working knowledge of Kiswahili preferred.
