Regional Rusumo Falls Hydroelectric and Multipurpose Project
The Nile Basin Initiative (NBI) is a partnership of the riparian states of the Nile Basin. The NBI shared vision is to “achieve sustainable socio-economic development through the equitable utilization of the common Nile Basin water resources”.
The Nile Equatorial Lakes Subsidiary Program (NELSAP) comprises of Burundi, D.R. Congo, Egypt, Kenya, Rwanda, Sudan, Tanzania, and Uganda – seek to achieve joint action on the ground through cooperative investments that promote poverty alleviation, economic growth, and the reversal of environmental degradation in the sub-basin.
The Regional Rusumo Falls Hydroelectric and Multipurpose Project is one of the NELSAP project aiming to generate between 60 — 80 MW and to promote development of the project area. The preparation phase of the project has two sources of financing: the Nile Basin Trust Fund (NBTF), administered by the World Bank, and the African Development Bank (AfDB).
There are two main consultancy services for:
i) feasibility study for power generation plant and project area development funded through NI3TF, and
ii) feasibility study for high voltage transmission lines up to bidding documents funded by AfDB.
NELSAP Coordination Unit (NELSAP-CU) wishes to recruit a Project Manager for the preparation phase of the project.
Functions and Responsibilities

The Project Manager will be responsible for successful preparation of the project, including implementation of the development schedule and administration of the development budget for the RRFP.
The budget will be used to conduct various studies/activities of the RRFP until the end of the project preparation phase, and to facilitate regular and extraordinary meetings of the parties. As appropriate, the duties may be expanded to ensure successful and timely completion of the preparation phase of the Project.
The Project Manager’s specific functions and responsibilities will include, but are not limited, to the following tasks:
1.     Manage and oversee all technical aspects of project preparation, including management of ongoing feasibility studies, environmental and social impact assessments, and other consultancies related to the power generation plant and transmission lines,
2.     Manage the recruitment and supervise the work of all project staff and individual consultants under the project,
3.     Manage project resources to achieve the project’s objectives,
4.     Manage the overall financing package for the project,
5.     Perform other management duties, including reporting and provision of services to the Project Implementation Committee / countries and financiers.
Qualifications and experience
1.     Advanced university degree in electrical/electromechanical or civil engineering, and/or business administration;
2.     At least ten (10) years of experience in project management and coordination. Must have strong practical experience in management of electric/hydro-elcctric generation projects, or power transmission lines projects, or projects funded by development institutions, and/or multi-national projects. Experience in managing or supporting a private power project during the development phase is desirable;
3.     In-depth knowledge of World Bank and AfDB procurement rules, procedures and guidelines;
4.     Excellent writing, analytical, presentation, and reporting skills;
5.     Good computing skills, including knowledge of word processing, database, spreadsheets, Microsoft project and power point;
6.     Experience working with international and other development organizations;
7.     Experience in working in a sensitive multicultural environment;
8.     Experience working in the Nile Basin countries, is an added advantage;
9.     Fluency in spoken and written English; working knowledge of French is an added advantage.

The successful candidate will he required to sign a contract for a period of 18 months from July 01, 2010 to December 31, 2011. The duty station will be Kigali, Rwanda, with office space provided at NELSAP-CU headquarters. A  competitive salary and appropriate benefits will be offered.
