The Norwegian Refugee Council, NRC, with Headquarters in Oslo has programmes and Country Offices in twenty countries in Asia, Europe, Africa and Latin America.
NRC opened a country office in Nairobi in June, 2006 for Somalia and Kenya and has initiated activities in the area of Shelter and Education in Emergencies for refugees living in already existing refugee camps located in Dadaab in North-Eastern Kenya.
NRC invites applications for the following positions based in Dadaab
Position: WASH Officer
Reporting to: WASH PC/Shelter PM Start Date: June 2010
Main Responsibilities & Tasks
  • Assess and analyze public health needs and recommend sustainable solutions
  • Oversee the design, construction and rehabilitation of latrines, drainage and other relevant Sanitation facilities
  • Develop and conduct hygiene promotion activities that increase community awareness
  • Undertake technical inspection of sanitary installations including latrines, pits, drainage systems and dome slab/lid constructions

  • Advice on quality control of all Sanitation activities as per SPHERE and related standards
  • Development of rapid response and contingency plans related to sanitation program
  • Assess and advise on capacity building needs within the team to ensure effective developments of the quality standards for the Sanitation activities
  • Preparation of reports, guidelines and other strategic documentation
Qualifications:
  • Technical background in Public Health. First degree or postgraduate diploma in Public Health Engineering (Water & Sanitation), or similar relevant discipline
  • Work experience in the planning and execution of WATSAN Projects of at least 3 years – experience in a humanitarian setting is a great advantage
  • Proven ability to use MS Office software (especially Word and Excel) and AutoCAD is essential
  • Experience with other computer programs such as SAP 2000 and Microsoft Project would be an advantage
  • Language: Fluency in written and spoken English is essential; ability to speak Somali is an added advantage
Position: Construction Assistant
Reporting to: Construction Officer/Shelter PM Start Date: June 2010
Main duties and responsibilities:
  • Prepare tender documents for construction works (including technical drawings, specifications of works, Bill of Quantities and conditions of contracts)
  • Develop detailed rates for items of work based on the current market conditions
  • Assure correct measurement of completion of works, recommend for payments, and prepare interim and final payment certificates
  • Maintain and update contract files on each construction project
  • Review contract claims, analyze and recommend variation orders
  • Preparation of documents for final handover and closure of projects
  • Provide technical input in the general supervision, progress of construction activities and control of quality of materials and workmanship
Job requirements:
  • Degree or Higher National Diploma in Structural/ Civil Engineering or Quantity Surveying
  • At least 3 years of relevant experience
  • Proven track record in the process of tendering, contracting and contract administration skills in construction projects, including administration and financial management.
  • Proven ability to use MS Office software (especially Word and Excel), Microsoft project and AutoCAD is essential
  • Language: Fluency in written and spoken English is essential; ability to speak Somali is an added advantage
Position: Income Generation Activity (IGA) Officer
Reporting to: Youth Education Pack PM Start Date: June 2010
Main tasks & Responsibilities
  • Supervise, follow up and monitor activities in the YEP IGA groups and cooperatives
  • Conduct training of IGA groups in business skills
  • Design and implement group formation criteria
  • Link IGA groups to the local, regional and national market and institutions
  • Keep/manage records of revolving funds among cooperatives
  • Develop appropriate tools to be used for monitoring and reporting on groups’ progress
  • Liaise, coordinate and assist other NRC staff and core activities
Required Qualifications:
  • University Degree in economics, co-operative management or any other relevant social science discipline
  • At least 3 years experience working on income-generating activities preferably in refugee settings
  • Proficiency in computer applications is a MUST
  • Experience in conducting entrepreneurship training is desirable
  • Language: Fluency in written and spoken English is essential;
  • ability to speak Somali is an added advantage
