Provision of Actuarial Consultancy Services in Respect of Monitoring and Evaluation of Out-Patient Medical Insurance Pilot Project
Background
The National Hospital Insurance Fund (‘NHIF’) is a mandatory statutory scheme that collects contributions from its members and pays benefits in respect of costs incurred by its members as a result of hospitalization. The NHIF Act allows the Board of NHIF to regulate the contributions payable to the Fund and the benefits and other payments to be made out of the Fund. In this regard, the NHIF has so far been involved in providing benefits for its members in respect of in-patient hospitalisation.
The NHIF is now in the process of evaluating the possibility and sustainability of introducing out-patient medical provision to its members. In this regard NHIF is currently running a pilot of out-patient medical provision on 200,000 members on both a capitation basis and on a fee-for-service basis.
The pilot is currently being run in selected areas in Nairobi and Mumias with 42 out-patient service points.

The success or otherwise of the out-patient pilot needs to be evaluated by the Board of NHIF at the end of the period of the pilot project. To this end the NHIF is seeking the services of a reputable well established actuarial firm to provide NHIF with consultancy services with regard to monitoring and evaluation of the out-patient pilot project.
Interested eligible candidates shall provide the following:
  • Company profile (a copy of registration certificate, tax compliance certificate, PIN Certificate).
  • The bid Bond of 2% of the bid price in form of bank guarantee from a reputable bank or a reputable Insurance Company approved by Public Procurement Oversight Authority (PPOA), valid for additional 30 days beyond the tender validity period
  • Relevant experience related to the assignment, track record and financial capability
  • Evidence of related jobs undertaken in the last three years
  • Recent Curriculum vitae (CVs) of key staff proposed for the assignment
  • NHIF Compliance Certificate
  • Prices quoted must remain valid for 120 (One hundred and twenty) days from the opening date of the tender

Request for proposal will be opened immediately after the closing time i.e. Tuesday, 25th May 2010 at 10.00 a.m. in the Auditorium 2nd Floor, in the presence of candidate’s representatives who choose to attend..
