Finance Officer African Union Job

The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a New Partnership Worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.
In seeking to achieve this objective, the African Union intends to strengthen its capacity to deliver by, among others, the implementation of its organizational structure and the filling of all vacant posts.
Job Title: Finance Officer
Grade: P2
Number of Vacant Positions: Two (2) Supervisor: Director, Programming, Budgeting, Finance and Accounting
Directorate: Directorate of Programming, Budgeting, Finance and Accounting Duty Station: Addis Ababa
Job Purpose:
Under the supervision of the Director of Programming, Budgetting, Finance and Accounting, the Finance Officer shall be responsible for managing and monitoring the accounts of AUC. Functions shall include setting up and maintaining a professional system of financial accounting, records keeping and reporting to ensure an effective and transparent administration of AUC funds.

Major duties and responsibilities:

  • Financial Accounting and Monitoring duties;
  • Assist in the implementation and proper functioning of the AUC accounting system;
  • Assist in the implementation of the AUC Integrated Financial Management System (IMIS);
  • Ensure the proper processing of fund transactions and provide financial reports for donors and internal management;
  • Ensure that donor fund disbursements are made for expenditures indicated in the budget/work plan for executing programmes/projects as specified;
  • Evaluate trends of financial implementation and make necessary recommendation for possible improvements;
  • Prepare cash requirement forecast for funds, request for the release of funds and follow up subsequent receipts; and
  • Perform any other relevant duty/ responsibility assigned.
Qualifications and Experience Required
Candidates must have at least a Bachelor’s Degree in Accounting, Financial Management or Commerce. A professional qualification in Accounting such as CPA, CA, ACCA, CIMA or equivalent from a recognized Institution will be an added advantage.
Work experience
Candidates must have at least 5 years of relevant work experience in Accounting, Auditing and/ or Financial Management of which at least 3 years should be at middle management level.
Other Skills
  • Financial management and analytical skills in a Donor funded environment;
  • Knowledge of funding and other resource mobilization mechanisms;
  • Development of procedures and Computerized System design and implementation skills;
  • Excellent interpersonal, report writing and communication skills;
  • Excellent computer skills with practical knowledge of and experience in accounting softwares
Tenure of Appointment: The appointment will be made on a fixed term contract for a period of three (3) years, of which the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance.
Language Requirement: Proficiency in one of the African Union working languages is a requirement; Knowledge of one or more of the other AU working languages would be an added advantage.
Age requirement: Candidates must preferably be between 30 and 45 years old.

Remuneration: Indicative basic salary of US$27,892.00 per annum plus other related entitlements- e.g. Post adjustment (46% of basic salary), Housing allowance ($14, 414.40 per annum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the commission.
