African Union (AU) Finance and Administration Officer Job

The African Union (AU), established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnerships worldwide. Its Headquarters is located in Addis Ababa the capital city of Ethiopia.
In seeking to achieve this objective, the African Union Commission (AUC) intends to build its capacity to deliver, among others, the implementation of its organizational structure by filling up vacancies.
The Commission is therefore inviting applicants who are citizens of Member States of the African Union to apply for the position of Finance and Administration Officer.
Job Title:  Finance and Administration Officer 
Supervisor: Director/Coordinator of the relevant Office Duty Station: Cairo (Egypt), Debrezeit – PANVAC (Ethiopia), Bamako (Mali), Niamey (Niger),
Job Summary:
Finance and Administrative Officers are assigned to AUC regional/representatives/scientific Offices where they combine both accounting and administrative (including human resources) duties.

Major Duties and Responsibilities

  • To prepare a draft programme budget in consultation with the Head of the Regional Office;
  • To process timely disbursement, adjustment, receipt vouchers and payroll and ensure that the proper cost centers are charged in accordance with the Financial Regulations and Rules as well as the Staff Regulations and Rules;
  • To check and process applications/claims relating to Staff Welfare and Benefits;
  • To advise staff on policies, procedures, rules and regulations, rights, responsibilities, personnel problems, difficulties associated with work and entitlements, ensuring that all concerned have the correct understanding of AU staff rules and regulations for compliance;
  • To assist in the negotiation of terms and conditions of medical insurance/assistance of staff and insurance of properties of the office with suitable companies;
  • To ensure that programmes relating to social security and staff welfare schemes are implemented as approved by the competent authorities as a way of creating a conducive atmosphere for the staff in the office;
  • To produce regular periodic status of allotments in order to monitor and control expenditure to avoid over expenditure;
  • To safeguard the office’s assets. This includes but not limited to proper recording and reporting;
  • To prepare monthly financial returns to be sent to Headquarters before the 15th of the following month;
  • To prepare yearly financial report for the consolidated financial report;
  • To implement all recommendations by internal and external auditors related to the improvement of administrative and financial management;
  • To assist in the overall management of Unit : personnel, budget performance, quality, discipline and training in conformity with relevant rules and procedures in force;
  • To perform any other duty as may be assigned.
Educational Qualifications
Candidates must have at least a Bachelor’s Degree in Accounting, Financial Management or Commerce. A professional qualification in Accounting such as CPA, CA, ACCA, CIMA or equivalent from a recognized Institution will be an added advantage. A basic (at least diploma level) qualification in Business Management and/ or Public Administration is essential.
Work Experience
Candidates must have at least 5 years of relevant work experience in Accounting, Auditing and/ or Financial Management of which at least 3 years should be at middle management level. Experience working at an international level and with international development agencies is an added advantage.
Other Skills
  • Excellent interpersonal, report writing and communication skills.
  • Knowledge of the African Union system will be an added vantage.
  • Computer Literacy (Word, Excel and PowerPoint, etc.)
Age: Candidates must preferably be between 25 and 35 years old.
Language: Proficiency in one of the African Union working languages. Knowledge of other working languages would be an added advantage.
Tenure of Appointment:
The appointment will be made on a fixed term contract for a period of three (3) years, of which the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance.
Remuneration:
Indicative basic salary of US$27,892.00 per annum plus other related entitlements- e.g. Post adjustment (48% of basic salary for Cairo, 46% for Debrezeit, 52% for Bamako, and 57% for Niamey), Housing allowance ($14,414.40 per annum for Debrezeit, $17,222.40 for Cairo, Bamako, Niamey), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the commission.
