Position: Financial Management Advisor
Supervisor: Regional Technical Advisor
Responsibilities: The Financial Management Advisor will report to the Regional Technical Advisor and will be responsible for the provision of financial management technical assistance to DGP grantees in East Africa including Kenya, Uganda, Tanzania, Ethiopia and Rwanda.
The position will focus on ensuring that the grantees’ financial management systems are in compliance with USAID regulations, international accounting standards and local country financial laws. The financial management support provided will be with the aim of building grantees’ staff members’ capacity.
Specific Functions:
  • Work with each DGP grantee’s staff members to develop a comprehensive USAID compliant financial management system for their organization.
  • Prepare and facilitate USG financial compliance trainings for grantees.
  • Develop a finance technical assistance plan with each grantee which includes tracking, monitoring and reporting on its implementation on an ongoing basis.
  • Identify or develop instruments, tools and templates needed to provide financial management technical assistance to grantees.
  • Through follow on technical assistance, support DGP grantees in developing at a minimum the following:


  • ·         Sound financial policies including a cost-share policy,
·         A culture of tracking their cost share commitments on an ongoing basis,
·         Comprehensive financial budgets and projections and
·         A periodic system for review of their financial report submissions on a need basis.
  • Build the capacity of grantee finance staff in USAID regulations through coaching and mentoring.
  • Keep the DGP team abreast of grantee financial management support and flag issues requiring higher level attention.
  • Work with CAP Kenya staff to develop a tool to track expenditure per grantee.
  • Contribute to regular quarterly reports through grantee specific financial management information and success stories.
  • Document and disseminate financial management case studies, best practices and lessons learned.
  • Liaise with CAP Kenya staff in orienting DGP staff on USAID financial compliance and other related financial updates.
  • Support grantees in ensuring they conduct their USAID external audits.
  • Performing other relevant tasks as required.

Required Skills and Qualifications:
  • Bachelors’ Degree in Finance or Accounting, Post-graduate qualification in a related field is a plus.
  • Certified Professional Accountant qualification (CPA-K).
  • Proficiency in Microsoft Office Suite and accounting softwares.
  • 8 years progressive work experience.
  • Consulting or management experience work with NGOs.
  • Knowledge of United States Government regulations, PEPFAR and/or USAID funded projects is a must.
  • Experience in facilitating participatory technical training or workshops.
  • Excellent communication skills, both written and verbal, and ability to work with people of diverse international cultures.
  • Ability to work effectively in a highly collaborative team environment.
  • Capacity to work simultaneously on multiple tasks and projects, while still meeting program priorities.
  • Ability to relate to diverse program environments e.g. water, women’s empowerment, dairy, democracy and governance, etc.
  • Willingness to adapt to changing work demands.
  • Willingness to travel internationally.
  • Fluency in English required.
