Ensure the quality and impact of

Oxfam's emergency food security and livelihoods work in the Horn, East and Central Africa (HECA) by analyzing regional food security trends, providing technical support and capacity building to country programmes, leading new emergency assessments and programme planning, and linking programme experience to advocacy and campaigning efforts.

The Role

The post holder will provide regional analysis and updates on the evolving food security situation in the HECA region.

In times of acute crisis, the role provides direct advice and support to countries in order to ensure appropriate and timely emergency response. In addition to building the capacity of in-country staff and partners to design high-quality EFSL responses, the post holder will be active in regional coordination groups and will ensure linkages with Oxfam's work on economic development, climate change adaptation, and disaster risk reduction.

The Person

To be successful in this role you will have humanitarian programme experience with international NGOs or other international organizations and a master's degree in a related area (development, nutrition, livelihoods, agriculture etc).

You will have significant technical knowledge of the key food security and livelihoods issues in Horn and East Africa, including experience with pastoral populations.

You will have experience using livelihoods analytical frameworks to analyze trends, conduct assessments, design programmes, and evaluate the impact of livelihoods interventions.

You will have excellent communication, facilitation and representation skills.

You will demonstrate the ability to work in an advisory role, with the capacity to influence multi-cultural teams at varying levels.

You will be able to develop and manage complex institutional relationships.

You will demonstrate a high degree of self-motivation, able to deliver objectives while operating under pressure and in difficult environments.

You will be able to spend significant time (at least 30%) travelling within the region.

Fluency in written and spoken English is essential, and the ability to speak French, Swahili, Somali or Arabic is an added advantage.
