Job Description
Job Title: Project Officer – Surveys and Surveillance 
Start date: June 1st, 2010 Report to: Urban Nutrition Program Manager
Basic position description:
The Survey and Surveillance Project officer will be responsible for planning, coordinating and executing surveillance, survey and other assessments, conducting data analysis and writing survey reports.
The project officer will be expected to train and build capacity of Ministry of Health and partner staff in conducting surveillance and surveys and also produce brief reports for inputs to the national nutrition bulletin as well representing Concern at national nutrition information working group.
The project officer will work in close consultation with the Research and Evaluation advisors.
Base: Nairobi with frequent travel to the field (80 %)

Duties and Tasks

General objective: Planning and implementation of nutrition, KAP, and coverage surveys; SQUEAC assessments and sentinel surveillance in the slums of Nairobi and Kisumu East district.
Main activities
  • Plan and conduct surveys, SQUEAC assessments and surveillance in collaboration with the MoH and local partners.
  • Recruit and staff train staff for all surveys and surveillance
  • Supervise data collection and compilation by the  teams
  • Train and build capacity of MoH and partners in surveys and surveillance
  • Lead data analysis and report writing for the surveillance and surveys
  • Prepare surveillance updates for input into the national nutrition bulletin
  • Ensure adherence to government protocols and guidelines  for nutrition surveillance, survey and assessments
  • Maintain the programme data base for acute malnutrition
  • Conduct trend analysis and provide feedback to the  other nutrition programme staff on the trends
  • Liaise with research and evaluation advisor on validation of methodology, training material, and reporting
  • Represent Concern in the nutrition information working group meetings
  • Conduct any other duties as directed by the line manager
Qualifications
Education / specific degree / special skills:
  • Graduate degree in Epidemiology, Statistics, Economics or health and Nutrition with strong statistical  focus and strong survey/surveillance background.
  • Excellent data management, analysis and reporting skills
  • Strong analytical skills
  • Excellent written and public communication and negotiation skills
  • Willingness  to travel  frequently to the field
  • Able to use statistical software (Epi Info, ENA, SPSS, STATA)
  • Experience conducting surveys (SMART, SQUEAC and LQAS methodology )
  • Humanitarian field experience requested: YES
  • At least two years  experience in surveys, surveillance and other assessment
  • Previous experience in set up and running of  surveillance systems
Languages
English: Fluent, Written and Oral
Other: Kiswahili Fluent Oral
