Summary:

This position exists under the Dadaab Project. The Project Manager is responsible for all GTZ activities related to the project. S/he will liaise closely with the Country Program Manager on all program areas and on all issues relating to policy, new initiatives and project development.

The Project Manager is responsible for ensuring that the project runs effectively and efficiently with the clients being able to access services in a timely manner.

GTZ-UNHCR BMZ Partnership Operations

Key Responsibilities:
  • In consultation with the Country Program Manager responsible for


    all program and budgetary decisions relating to GTZ’s project activities in Dadaab.
  • In conjunction with the Country Program Manager undertake all program planning for the project.
  • Identify and develop areas for growth in relation to this project, and in close liaison with the Country Program Manager develop further activities where appropriate
  • Ensure all reporting deadlines are met in timely manner.
  • Lead all strategic planning with section heads, review objectives and develop implementation strategies of the Health and Nutrition project, monitor and evaluate implementation and impact of the project.
Personnel Management:
  • Together with the Health Coordinator supervise and manage all project section heads within the program.
  • In collaboration with the HR Officer - Kenya Program manage all personnel involved in the project, including appraisals, recruitment, training programs and dealing with all disciplinary matters.
  • In collaboration with the HR office and close liaison with the Health Coordinator, develop descriptions for new and existing positions
Financial Management:
  • In consultation with the Country Program Manager and Finance Manager Kenya monitor all budgetary issues relating to the project including all spending versus budget in preparation for regular budget revisions.
  • Assist and liaise with the Finance Manager on financial reports relating to the project.
  • Prepare budgets for future projects or areas of expansion
Proposals and Reporting:
  • Research and write funding proposals (incl. budgets, log-frames and work plans) relating to the development of the existing refugee programs and to the expansion into new areas of refugee activity in collaboration with Health Coordinator and the various sector heads of the project.
  • Prepare the Annual Project Proposal for submission to UNHCR with detailed log-frame, budget and work plans.
  • Be responsible for the timely submission of the following reports,
  1. Quarterly sub-project monitoring reports for UNHCR (SPMR)
  2. Annual Project Report
  3. Donor reports in general
Meetings/Liaison:
  • Attend regular meetings with UNHCR, other partners and stakeholders
  • Attend management meetings in Nairobi when required
  • Plan/organize regular meetings with section heads and other staff
  • Represent GTZ at any further meetings/workshops/conferences etc. as relevant
  • Liaise with URAP Project Manager and/or Medical Coordinator concerning referrals and other medical activities
  • Liaise and work with the Ministry of Health (MoH/PMO Garissa) concerning various health concerns
  • Plan meetings and liaise with community leaders on matters of community interest/concern
Other:
  • Other duties as may be requested by the Country Program Manager
Requirements:
  • Masters Degree in Sociology, Administration, Organizational Leadership or other relevant degree
  • 3-5 years experience in Project Management/Coordination
  • Previous experience in Humanitarian or Community Development Projects
  • Previous Experience working with Refugees and UNHCR
  • Excellent written and communication skills
  • Excellent Computer Skills
