Monitoring and Evaluation Officer – International Centre for AIDS Care and Treatment Programs (ICAP) – Kenya Jobs

 International Centre for AIDS Care and Treatment Programs (ICAP) – Kenya of Columbia University is working in partnership with the Ministry of Public Health and Sanitation and the Ministry of Medical Services to strengthen HIV Care and Treatment services at provincial and district health facilities.

This program is part of a US Government initiative against HIV in Kenya that receives funding from PEPFAR through the Centers for Disease Control and Prevention (CDC).
Applications are invited for the post of Monitoring and Evaluation Officer.

Overall Job Function:

To provide technical support in the planning and implementation of monitoring and evaluation (M & E) activities required for HIV care and treatment services within ICAP-supported facilities in coordination with the Ministries of Public Health and Sanitation and Medical Services. The appointee will work closely with the in-country Director, Monitoring, Evaluation and Research Unit.

Key Responsibilities:

  • Contribute to the development of monitoring and evaluation tools for ICAP programs
  • Participate in activities aimed at increasing capacity building (e.g. training programmes) for monitoring and evaluation targeted at both external stakeholders and internal units and programmes
  • To provide technical assistance to health care facilities including review of performance and quality of service delivery, assessment of M&E strategies, implementation and evaluation of patient tracking systems, data management, data quality assurance, data summarization, and analysis
  • Provide expertise for developing indicators for monitoring and evaluation framework
  • Collaborate with stakeholders of ICAP (regional, national and international institutions related to the activities of ICAP) and with programs within ICAP to ensure incorporation of methods of program monitoring and evaluation into programs for HIV care, treatment and prevention
  • To serve as a resource in the evaluation of ongoing HIV/AIDS programs and in the subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS
Requirements:
  • Bachelor’s Degree in Statisitcs, Epidemiology, Biostatistics, public health, international health, or related discipline
  • Additional training in monitoring and evaluation
  • At least 4 years’ proven professional experience in the design, implementation and management of health monitoring and evaluation systems
  • Strong data management and analysis skills
