Merlin Jobs in Kenya: Compliance Manager and Project Health Coordinator

We are currently seeking to recruit highly skilled and experienced professions with significant NGO working knowledge to join our field teams within Merlin Kenya Programme Finance

Compliance Manager 
(Based in Turkana or Kisii)

Responsibilities
  • To undertake independent appraisal and provide assurance to the management of the effectiveness of the policies carried out in the field, procedures and standards by which the financial, physical and information resources are managed by the programmes.
  • To assist the Project Coordinator in grants management, monitoring and analyses of financial information, advise timely on possible over/under runs of


    the budget lines.
  • Ensure proper support is provided to the Finance Officer at the field level, accurate cash and bank reconciliations are done on a monthly basis.
  • To assist in assuring that all Financial Management aspects of Merlin projects in field locations (Kisii and Turkana) are compliant with the Kenyan law, Merlin Internal Regulations and Donor Requirements.
Qualifications and experience
  • Professional accounting qualification (e.g. ACA, CPA, ACCA)
  • Extensive knowledge of the principles, procedures and practices of accounting and internal auditing
  • Experience in computerised accounting.
  • Ability to effectively work with colleagues from different functions and cultures
  • Experience of working unsupervised and prioritising a high and diverse workload in a fast paced environment with tight deadlines
  • Knowledge of working with major donors (USAID, EC, DFID, ECHO, UN, Global Fund)
Project Health Coordinator 
Turkana

The Project health coordinator, who will be based in Lodwar town in Turkana district, will have overall responsibility for the technical management of Merlin’s integrated health and nutrition projects in the district.

Responsibilities
  • Technically responsible for development and implementation of Merlin supported primary health and nutrition programmes in the Greater Turkana district.
  • Ensure that project activities are implemented in line with the project aims, objectives, and work plans.
  • Liaise with key representatives of the Ministry of Health to ensure that the programme remains in line with national strategy and to ensure the sustainability of activities at the end of the project period.
  • Plan and implement health and WATSAN activities and longer term strategy.
  • In consultation with the line manager, liaise with relevant project donors in relation to reports, funding and queries raised by the donor.
  • Establish systems and standards for regular assessment, monitoring and evaluation of the programme against its strategic aim, objective and expected output.
Qualification and experience
  • A medical doctor with post graduate degree in Public Health and minimum 5 years experience in managing Primary Health Care and Nutrition programmes in a developing country context.
  • Proven experience in project proposal development, logical framework and report writing
  • Experience in epidemiological analysis
  • Previous experience within a humanitarian aid organisation
  • Proven problem solving and organisational skills and excellent management and capacity building skills.
  • Willing to travel extensively, ability to work in dynamic and insecure environment.
