Hunger Safety Net Project Officer Job Vacancy

Background
Reducing poverty is the primary aim of the British Government Department for International Development (DFID). The Government of Kenya – Ministry of Development of Northern Kenya & Other Arid Lands and DFID are implementing a social transfer programme (‘Hunger Safety Net’). The Hunger Safety Net Programme (HSNP) will help the chronically food insecure households in the Arid and Semi Arid Lands (ASALs).
We are seeking to recruit a suitably qualified Hunger Safety Net Project (HSNP) Project Officer to support the HSNP Project Co-ordinator to successfully deliver Phase 1 of the project and design of the second phase of implementation
Key responsibilities
  • Coordinate the Management Consultants at the District level.
  • Review the progress of the operations at district level within the overall HSNP monitoring programme established by the coordinator.
  • Support implementation of an effective internal monitoring and evaluation system.
  • Maintain an oversight of HSNP collaboration with District Steering Groups (DSG)
  • Ensure the effective management of fiduciary risk within the project budget planning and reporting
  • Ensure effective co-ordination and communication with complementary development initiatives at the district level
  • Oversee routine project systems, including the Management Information System
Minimum Requirements

  • A Bachelors degree in Social Sciences or any other related subject; applicants with a Masters degree will have a clear advantage.
  • Extensive knowledge of monitoring and evaluating of projects at the field level; project reporting to multiple stakeholders; influencing and networking
  • Proven skills in successfully coordinating and managing district based/grassroot humanitarian and/or development projects for national governments and/or international development agencies.
  • Demonstrable skills and experience in co-ordination and communication; budgeting, financial planning, financial management and reporting, fiduciary risk assessment, management and mitigation.
  • Knowledge of development and implementation of progress and impact monitoring systems; and policy dialogue and influencing through the development of a practical evidence base.
  • Knowledge of social protection and experience in the development and implementation of cash transfer administration, management information systems, private sector cash payment systems and rights based grievance procedures.
  • Knowledge of working in Kenya’s Arid and Semi Arid Lands will be an added advantage.
  • Experience of working with DFID and other international development agencies
