Hunger Safety Net Programme– MIS Officer Job Vacancy

Background
Reducing poverty is the primary aim of the British Government Department for International Development (DFID). The Government of Kenya – Ministry of Development of Northern Kenya & Other Arid Lands and DFID are implementing a social transfer programme (‘Hunger Safety Net’). The Hunger Safety Net Programme (HSNP) will help the chronically food insecure households in the Arid and Semi Arid Lands (ASALs).
Management Information System forms a critical element of the HSNP program activities. The targeting process is automated using a management information system based on the laptops/desktops.
Information on enrolled beneficiaries is consolidated at the District Level, encrypted and transferred to the national level. The MIS Officer will report to the Program Coordinator.
Key responsibilities
  • Support the Administration Component’s District MIS Officers (DMO’s) on MIS related functions
  • Provide flexible remote user MIS support to program field teams
  • Support the HSNP secretariat on MIS and other ICT related functions
  • Develop a capacity plan for the Field ICT personnel to ensure efficient data flow from field to Nairobi and vice versa
  • Provide data security plan for the distributed systems in liaison with ICT Administrators of Partner organisations
  • Oversee reporting and data verification using structured query language tools on the MIS system and export data to program defined formats.
  • Maintain the HSNP MIS documentation and update the HSNP website
Minimum Requirements

  • A degree in Computer Science/Information Science or ICT related degree.
  • 3 years experience in management of ICT functions with special emphasis in systems and database administration.
  • Demonstrated experience in administration of cash transfer Management Information Systems (MIS) in decentralised environments.
  • Ability to promptly provide flexible remote user support.
  • Proficient in SQL Server Relational Database System administration, Internet related applications such as E-Mail clients, FTP clients and Web Browsers.
  • Ability to work independently and efficiently to meet deadlines, self motivated, detail-oriented and organized
