Job Title:  Finance Officer
Grade: P2 Supervisor: Relevant Senior Finance Officers Directorate: Programming Budgeting, Finance and Accounting
Job Purpose:
The Finance Officer shall perform duties in the accounting operations and financial management functions of the AUC Capacity Building Projects in accordance with the AU rules, regulations, policies and procedures and Partners’ requirements.
Major Duties and Responsibilities
The duties and responsibilities of the incumbent shall include the following:
  • Produce and assist in the review of financial returns to ensure that adequate systems of internal control are maintained at the Capacity Building Projects for the proper management of the financial resources; and that up to date and reliable financial records are maintained in conformity with the AU Financial Rules and Regulations, policies and procedures and Partners’ requirements;
  • Assist to ensure allocation of expenditure to the appropriate fund or account and monitor proper budget utilization to ascertain that budget appropriations are not overspent;
  • Develop budget proposals for Partner Funds in line with AUC financial, administrative and operational parameters in collaboration with Liaison office and project managers; follow up agreement with Partners, and ensure budget utilization is in compliance with agreements;
  • Prepare periodic disbursement plans, cash flow forecasts, schedules of remittances of subventions for  Liaison offices and Projects; and monitor cash requirement against utilization;

  • Ensure that monthly and annual financial reports of Capacity Building Projects are properly prepared and submitted on time;
  • Assist in the development of relevant guidelines, procedures, Partners compliance checklists and schedules to enhance proper functioning of the accounting system, management of the financial resources and implementation of Partner agreements regarding Capacity Building Projects;
  • Provide advice and guidance to the Peace Support Operations Department (PSD) management and other stakeholders on implementation of Partners’ Funds for Capacity Building Projects, the use of financial resources and other financial management issues;
  • Assist to review information and explanations provided by  Project managers to audit queries and Partner requests;
  • Assist in follow up and  implementation of recommendations of the AUC’s internal and external auditors as well as Partners’ contracted external auditors by Capacity Building Projects.
  • Perform any other duties assigned.
Educational Qualifications
Candidates must have a BA Degree in Accounting, Commerce or Financial Management from a recognized University or equivalent educational institution. Higher professional qualification such as CPA, CA, ACCA, CIMA, CIA, etc will be an added advantage.
Work Experience
Minimum of 5years of progressively relevant experience in Financial Management or Accounting, of which at least 2 years should be at middle level management.
Other Relevant Skills
  • Computer literacy and experience in working with computerized accounting systems (preferably SAP), standard spreadsheet and database programs,
  • Excellent interpersonal and team building skills, ability to organize and motivate others as well as work in a multi-cultural environment,
  • Excellent reporting skills,
  • Good communication and negotiating skills,
  • Good planning and organizational skills.
Language requirement
  • Proficiency in one of the African Union working languages is a requirement;
  • Knowledge of one or more of the other AU working languages would be an added advantage.
Tenure of Appointment:
The appointment shall be for an initial period of two (2) years, the first six (6) months of which shall be on probation. It shall be renewable subject to performance and availability of funds.

Remuneration:
The salary attached to the position is an annual lump-sum of US$ ,69,392.86 inclusive of all allowances for internationally recruited staff, and US$ 57,789.27inclusive of all allowances for locally recruited staff
