Background
UNIFEM is United Nations Development Fund for Women with the objective of providing financial and technical assistance to innovative programs and strategies that promote women's human rights, political participation and economic security. Within the UN system, UNIFEM promotes gender equality and links women's issues and concerns to national, regional and global agendas by fostering collaboration and providing technical expertise on gender mainstreaming and women's empowerment strategies.

The Kenya program builds on the achievements, lessons learned and challenges of the Kenya programme (2004 - 2007) and on UNIFEM's continued recognised leadership and facilitation of key stakeholders in Kenya, in mobilising resources for gender equality activities in Kenya. UNIFEM continues to enjoy the trust of women civil society organisations, donors and UN agencies. This is evidenced by the increase in resources mobilised by UNIFEM for the Kenya programme (2004 - 2007), the confidence demostrated by donors in UNIFEM by identifying it to manage phase II of the Gender and Governance Basket Funds( a programme that mobilises resources from 8 donors to support 33 civil society initiatives to support the engendering of governance in Kenya). UNIFEM continues to coordinate the UN gender theme group and the Gender Donor Roundtable.

Under the overall guidance of the Regional Program Director, East and Horn of Africa, the Country Program Manager will provide technical and program support services ensuring project delivery, high quality outputs, with accuracy and consistency of work for UNIFEM's projects in Kenya.
The Country Program Manager
 works in close collaboration with the UNIFEM Nairobi team in operations and program, UNIFEM HQ units and sections. The Country Program Manager will also work with the UN Country Team for Kenya, as required to exchange information and support program delivery.

Duties and Responsibilities

Summary of key functions:

1. Strategic Policy coordination and Partnerships;
2. Programme Management and supervision of the programme team;
3. Financial and Human Resources Management.

1. Strategic Policy coordination and Partnerships

* Monitor trends and issues affecting women in Kenya and develop strategic responses to opportunities and challenges including the formulation of plan, strategies and activities in line with UNIFEM strategic plan 2008-2011;
* Participate in and represent UNIFEM in various UN coordination mechanisms and activities as related to the sectors covered. Ensure coordination and harmonization of projects covered within the region MYFF and those of other development partners within the UNDAF framework. Maintain relationships with UNIFEM's external partners including donors, government agencies and NGOs and represent UNIFEM in meetings as deemed appropriate by the Regional Program Director;
* Provide leadership and quality oversight over the efforts to strengthen Government's institutions, especially the Ministry of Gender to effectively implement national development strategies;
* Support knowledge building and knowledge sharing at the country and regional level focusing on achievements, lessons learnt and methodologies utilized in project implementation. Participate in the training sessions of knowledge networks and communities of practice;
* Build strong partnership with donors agencies based in Kenya to ensure synergy or efforts in line with the Paris declaration Principles

2. Programme Management and supervision of the programme team

* Provide technical and management support to project/program activities in the following assigned sectors: Mainstreaming gender in governance and economic management and capacity development for government, and gender-focused; NGOs' support to women's and human rights NGOs for promotion and protection of women's rights in Kenya;
* Prepare background project documents and briefs within the context of UNIFEM's work in Kenya and provide technical leadership in implementation on the above sectors. Prepare project budget revisions to ensure the efficient and timely delivery of inputs and realization of targeted expenditures. Prepare reports on progress in project implementation for all donors in accordance with donor specific requirements and in consultation with relevant program officers. In addition, also prepare periodic reports for UNIFEM HQ and the UN inter-agency consultation process;
* Monitor and evaluate ongoing programs/projects for delivery and impact; assing implementation ,analyzing work- plan, preparing progress reports, drafting summary reports, participating in tripartite meetings, recommending actions and solutions, analyzing objectives and results, and writing lessons learned;
* Provide close guidance and direction to ensure strategic focus, result orientation and effectiveness and efficiency in all aspects of UNIFEM's operations and programs;
* Provide advise on resource mobilization strategies to the Regional Program Director for donors. Identify and follow up opportunities for resource mobilization for UNIFEM's work in Kenya in consultations with UNIFEM Regional Program director. Prepare annual and donor reports on Kenya ensuring and finalizing the accuracy;
* Lead and supervise the UNIFEM Kenya staff.Promote development of project team;
* Perform other duties as required by the UNIFEM Regional Program Director.

3. Financial and Human Resources Management
* Ensure effective management and delivery of program resources in line with UNIFEM regulations and procedures to track project budgets and expenditures;
* Any other duties that support and strengthen UNIFEM's role in Kenya assigned by the Regional Program Director.


Impact of Results

The key results have an impact on the overall success of the country programme and reaching UNDAF/ CPD goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience
Education:

* Masters degree or quivalent in social sciences i.e. Political Science; International development Studies; gender/women's studies; economics; or sociology.

Experience:

* At least seven years work experience in any of the following fields: women's rights and gender equality programming in developing countries with specialized experience in Gender and Development and Program Management;
* Organization management experience in the relevant field an advantage;
* Experience with international organizations, the UN system and civil society is particularly desirable especially with UN joint programming frameworks;
* Experience in results based management and in delivering required outputs in accordance with time and budget.

Language Requirements:

* Fluency in English;
* Knowledge of local language (Kiswahili) an added advantage.
