Consultancy Opportunity at African Peace Support Trainers’ Association (APSTA)

1. Introduction:

The African Peace Support Trainers’ Association (APSTA) urgently require engaging a consultant to work on the establishment of an independent Secretariat in Nairobi, Kenya or Addis Ababa Ethiopia.

2. Background

APSTA was established in 2002. The International Peace Support Training Centre (IPSTC) in Nairobi, Kenya holds the rotational presidency of APSTA for 2010; its secretariat is hosted at the Addis Ababa Office of the Institute for Security Studies (ISS). At its recent Annual General Meeting (AGM) in Durban, members decided to establish the Association’s Secretariat as an independent entity in Addis Ababa, Ethiopia or Nairobi, Kenya.



APSTA serves as a mechanism for coordination and standardization as well as improving the quality and impact of peacekeeping training in Africa.

APSTA also operates as a vehicle that supports the operationalization of the African Standby Force (ASF) through among others supporting the implementation of ASF training plan including sharing of best practices, development of doctrine, and dissemination of lessons learned and the practical advancement of concepts such as the responsibility to protect.

As such membership is open to all African centres of excellence and institutions whose core activities include the provision of peacekeeping training and associated research. Currently APSTA has 13 members.

2. Duties of the Secretariat

The Secretariat serves as the main point of contact and outreach for the Association. As such it perform the typical secretariat functions such as preparing the annual work plan and budget for the Association, serving as secretariat during the meetings of the Association, maintenance of the website, etc. More fundamentally the secretariat will drive the activities of the Association on behalf of its members relating to coordination, standardization and improvement of ASF training.

The Secretariat will be staffed by full-time professionals entirely dedicated to APSTA work. The work of the Secretariat will be overseen by a Steering/Executive Committee, consisting of three or more APSTA members.

3. Consultancy

The bids are invited from Consultant(s) / Consultancy Firm to prepare a comprehensive report to constitute the APSTA Secretariat as an independent legal not-for-profit entity located either in Nairobi, Kenya or Addis Ababa, Ethiopia.
